About The Position

UNICEF is seeking a Biomedical Engineer Consultant for a Long-Term Agreement (LTA), home-based in Lebanon. This role is crucial for supporting the Ministry of Public Health (MoPH) in procuring medical equipment for Primary Healthcare Centers (PHCCs) and hospitals, including specialized NICU equipment. The consultant will provide expert support in equipment selection, specification development, infrastructure assessment, installation oversight, commissioning, and maintenance planning to ensure equipment is fit for purpose, safely installed, and sustainably maintained. The consultant will work under the supervision of UNICEF, providing technical expertise for the lifecycle management of medical equipment and supplies. This includes assessing facility readiness, recommending modifications, overseeing installation, verifying compliance, and supporting capacity building for healthcare personnel. The assignment is on an as-needed basis, with scope and duration determined by project requirements.

Requirements

  • Advanced university degree in Biomedical Engineering, Clinical Engineering, Medical Engineering, or a related field from a recognized institution.
  • A minimum of 10 years of progressively responsible professional experience in biomedical engineering, including medical equipment planning, specification development, procurement support, installation, commissioning, maintenance, and lifecycle management in healthcare settings.
  • Demonstrated experience supporting procurement processes, technical evaluations, and infrastructure assessments for health facilities.
  • Strong knowledge of biomedical equipment standards, healthcare technology management, and procurement best practices.
  • Excellent analytical, report-writing, and communication skills in English.

Nice To Haves

  • Additional certifications or specialized training in medical equipment management, health facility planning, procurement, or healthcare technology assessment.
  • Previous experience working with UNICEF, UN agencies, international organizations, or development partners.
  • Demonstrated experience working in both primary healthcare (PHC) and hospital settings especially NICUs.
  • Experience supporting health facility rehabilitation, infrastructure assessments, and capacity-building initiatives.
  • Knowledge of Arabic.

Responsibilities

  • Provide technical expertise to support the planning, procurement, installation, commissioning, and lifecycle management of medical equipment and related supplies for primary healthcare centres (PHCCs), hospitals, and other health facilities supported by UNICEF.
  • Undertake equipment and infrastructure assessments.
  • Support the identification and selection of appropriate technologies.
  • Develop technical specifications and tender documentation.
  • Provide technical advice throughout procurement processes, including bid evaluation and contract implementation.
  • Assess facility readiness for equipment installation.
  • Recommend necessary infrastructure modifications.
  • Oversee installation and commissioning activities.
  • Verify compliance with applicable standards.
  • Support healthcare personnel capacity building on equipment operation and maintenance.
