About The Position

We are seeking to place a Biologist/Environmental Scientist to support Military Ocean Terminal Concord (MOTCO), California. This role will predominately support Natural Resources management tasks but will assist with other tasks as necessary.

Requirements

  • Bachelor’s degree or higher in biology, ecology, natural resources, environmental sciences, or other related area.
  • 7-10 years of experience in assigned tasks and environmental compliance.
  • Familiarity with the local flora and fauna and ability to identify sensitive species and migratory birds.
  • Experience working on DoD environmental programs/projects.
  • Working knowledge of environmental compliance, regulations, and regulatory agencies.
  • experienced in compliance with the Clean Water Act, National Environmental Policy Act, Clean Air Act, and Endangered Species Act, as well as other relevant federal environmental laws.
  • Working knowledge of Federal environmental statutes and State-specific regulations pertaining to HW and HM
  • Possess a working knowledge of other Federal environmental statutes and State-specific regulations such as each State Environmental Protection Act and the State Administrative Code, local regulations and statutes, as well as Army and/or DoD environmental regulations and documentation.
  • Strong oral and written communication skills and proficiency with MS Office applications (Word and Excel) is required.
  • Must be proficient in Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint
  • Valid Driver’s License required

Nice To Haves

  • Professional environmental registration or certification a plus.
  • Individuals already possessing an adjudicated National Agency Check with Inquiries (NACI) are preferred.
  • Ability to successfully pass a federal agency background check is required.

Responsibilities

  • Organize and implement the MOTCO Hazardous Waste (HW) and Hazardous Material (HM) programs.
  • Oversee and conduct species surveys, invasive species surveys, habitat assessments, bat roost surveys, and collect GIS data.
  • Review survey data, Biological Assessments, Regulatory Agency protocols, and other references.
  • Construct, install, repair, and monitor natural resources projects (perches, signage, deterrents, fencing).
  • Enter data into the pest management program.
  • Assist with natural resource documentation review and routing.
  • Assist with compliance of federal environmental laws during construction projects, and pre-construction biological surveys.
  • Prepare weekly summary reports of inspections, issues identified and corrected, paths forward on issues, and other relevant tasks performed.
  • Conduct internal quality assurance/quality control (QA/QC) on technical documents prepared by project staff.
  • Track Federal, state and local regulatory updates.
  • Review and interpret technical data.
  • Provide subject-matter consultation to project managers and clients.
  • Provide technical reach back support for environmental subject matter areas.
  • Occasional travel to project sites may be required.
