About The Position

EnCircle’s Transitional Foster Care program, part of the Immigration and Refugee Services division, partners with Lutheran Immigration and Refugee Services (LIRS) to serve unaccompanied children (UC) in the custody of the Office of Refugee Resettlement who are living with foster families. The Bilingual Prevention of Sexual Abuse and Quality Assurance Coordinator (PSA/QA) is responsible for managing the implementation and ongoing compliance with HHS IFR (45 CFR Part 411) and ORR policies and procedures related to sexual abuse and harassment. This role requires providing child-facing services on site and ensuring compliance with ORR and state licensing policies. The position involves managing internal quality assurance processes, staying current with federal and state policies, and communicating with stakeholders about quality assurance efforts. This role is expected to function with limited supervision, adhering to established guidelines and regulatory requirements.

Requirements

  • Bachelor’s degree in behavioral sciences, human services, or social service fields; OR Bachelor's degree in business administration or management
  • At least 1 year of experience working with child welfare standards, best practices, or quality assurance or compliance
  • Excellent verbal and written communication skills, including interpersonal communication, group leadership skills, public speaking, and clinical and persuasive writing skills
  • Ability to work under stress or in a fast-paced environment, including crisis situations
  • Exercising a high level of confidentiality is paramount
  • Computer literacy and typing skills sufficient to perform essential job functions
  • Valid Driver’s License, proof of automobile insurance and positive driving record to transport minors in own vehicle if needed
  • Pass a criminal history screen, including state and local child protection agency registries
  • Willing and able to be on an on-call rotation for emergency response situations

Responsibilities

  • Monitor the implementation of ORR UC policies and procedures, including compliance in case management, case documentation, and staff training requirements.
  • Conduct regular internal reviews of case files (UC Portal files, physical binder and Credible), as well as any other standard focal areas associated with ORR P&P and state policy.
  • Analyze ORR and state policy and procedure updates and translate into practical operationalization for program staff by developing and revising program policies and procedures with management approval.
  • Assist Program management in preparation for ORR, Global Refuge and state licensing audits. Serve as the main point of contact for any PCAN audits.
  • Primarily responsible for the preparation of Corrective Action Plans (CAPS) issued to the program.
  • Complete and document announced and unannounced rounds of the facility when minors are on site as well as when they are not.
  • Monitor the grievance box daily and respond to any grievances within the policy timeline.
  • Complete all Data Requests related to PSA from ORR or Global Refuge by the designated timeline.
  • Develop and present and document PSA orientation upon minor’s admission and every 90 days thereafter.
  • Conduct and document the Sex and Labor Trafficking workshop to minors within the first week of admission and every 90 days thereafter.
  • Serve as primary point of contact with LIRS Program Officer for PSA and ORR’s Prevention of Sexual Abuse Compliance Manager.
  • Communicate all updates with PM/PD.
  • Assist Program Manager/Director and Administrative Assistant regarding required Onboarding training for new employees; complete 30-day check-ins to determine completion.
  • Review staff training logs monthly before submission for personnel files and audits.
  • Ensure all staff complete the PSA refresher training every 6 months.
  • Assist with accreditation paperwork through revising or creating policies and forms to meet the current accreditation entity’s requirements.
  • Perform other job-related duties as assigned to help ensure that essential programmatic tasks are in compliance.
