About The Position

The Medical Council of Canada (MCC) is seeking a Bilingual Licensure Navigation Specialist for a full-time, temporary 12-month contract position in Ottawa, Ontario. This hybrid role involves providing personalized, one-on-one guidance to internationally trained physicians (ITPs) navigating Canadian medical licensure pathways. The specialist will assess eligibility, clarify pathways, and help candidates understand their options to make informed decisions. This role supports a Health Canada-funded pilot service, working with individuals with complex profiles and unique needs, and will contribute to the development and refinement of this evolving service.

Requirements

  • 3–5 years of relevant professional experience in a client-facing or interested party support role, providing guidance and coordinating next steps in complex situations.
  • Demonstrated experience reviewing detailed applications or case information and applying guidelines or criteria to make well-reasoned recommendations or decisions.
  • Experience providing advisory, coaching, or consultative support to individuals navigating complex processes, requirements, or systems.
  • Ability to interpret and explain policies, eligibility criteria, regulatory requirements, and credential documentation.
  • Experience facilitating virtual consultations or advisory sessions.
  • Working knowledge of pilot operations, including interpreting and applying evolving workflows, tools, and process documentation.
  • Proficient in using Microsoft Teams for virtual collaboration and communication.
  • Excellent verbal and written communication skills, with the ability to convey complex information clearly and confidently.
  • Sound professional judgment and decision-making skills, with comfort operating in situations that require discretion, expertise, and interpretation of policy rather than scripted guidance.
  • Strong organizational and time-management skills, with the ability to prioritize and manage multiple workstreams and priorities independently.
  • High degree of empathy, patience, and cultural sensitivity when supporting internationally trained physicians.
  • Degree in health sciences, public administration, education, social sciences, or a related field, or an equivalent combination of education and relevant professional experience.
  • Fully bilingual (English/French) with the ability to communicate clearly, professionally, and effectively in both languages.

Nice To Haves

  • Experience working with credential verification systems or professional application processes is an asset.
  • Knowledge of Canadian physician licensure pathways, including Canadian residency, Practice-Ready Assessment (PRA), Associate Physician, Clinical Assistant, or specialist routes is an asset.
  • Graduate-level education in health administration, public health, policy, or a related field.
  • Training related to career advising, counselling, or professional credential assessment.

Responsibilities

  • Conduct virtual one-on-one consultations with internationally trained physicians to assess their background and discuss potential pathways to medical practice in Canada.
  • Provide accurate, individualized guidance to support informed decision-making in a respectful and culturally responsive manner.
  • Communicate service scope clearly and support candidates in developing realistic expectations.
  • Manage multiple consultations concurrently, ensuring accuracy and timely follow-up.
  • Review candidate information to determine eligibility and suitability for the service.
  • Apply standardized criteria consistently to ensure fair and equitable outcomes.
  • Refer ineligible candidates to appropriate resources and supports.
  • Participate in training and case discussions to stay current and support complex scenarios.
  • Contribute to the ongoing improvement of tools, processes, and service delivery.
