About The Position

This position will advance the Department of Health and Human Service’s (DHHS) Behavioral Health Services (BHS) vision and align best practices across the community behavioral health system of care. Leads BHS operations to build a mission-focused, performance driven, cost-effective, and high-quality system of service delivery. Directs and oversees the operations of Utilization Review/Management, Contract Management, Network Development, Grant Management, Workforce and Talent Management, Position Control, and Risk, Safety and Compliance for both BHS operated staff and contracted providers.

Requirements

  • Valid Driver’s License and a reliable insured vehicle are required and must be maintained throughout incumbency
  • Master’s degree or higher in Business Administration, Social Work, Psychology, Healthcare or closely related field required
  • Five (5) years or more of work experience in Healthcare Administration or Behavioral Health required
  • Five (5) years or more of work experience in a Management or Director role required
  • Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required

Nice To Haves

  • Previous clinical experience preferred
  • Behavioral Health clinical licensure preferred
  • Education or formal training in Population Health, Public Health, Community Health, or related fields preferred
  • Background or coursework in Child Development, Early Childhood Mental Health, or Family Studies preferred

Responsibilities

  • Manage operations to ensure programs operate consistently and at a high level of quality and accountability while aligned with the mission and values of DHHS BHS.
  • Manage operations, support project management efforts, evaluate BHS operational goals, and monitor budget progress.
  • Direct improvement and operational efficiencies of BHS including the redesign of major workflows and departments to implement a single community-based system of care that is aligned with DHHS "No Wrong Door" strategic initiative.
  • Identify innovative approaches to expand networks.
  • Work with BHS Administrator and executives on major department initiatives through the coordination of resources and communications, facilitation of multi-division connections, monitoring timelines, and removing barriers.
  • Ensure regulatory compliance with the State of Wisconsin Division of Quality Assurance for all statutory regulated programs for both BHS and contracted vendors.
  • Ensure compliance with state and federal funding requirements through increased grant management.
  • Drive development of education and staff recruitment and retention strategies that support both BHS staff and contracted vendors to improve direct services and expand the needed workforce to care for clients.
  • Champion productivity and innovation in leadership and partnership.
  • Direct oversight of operations that support the programmatic service delivery system and work to expand the system through funding attainment and utilization review: UR/UM, Network Development, Grant Management, Workforce and Talent Management, and Risk, Safety and Compliance.
  • Function as the BHS lead for special projects within DHHS and with community providers such as Medicaid Enrollments, Policy Stat, Critical Incidents, Avatar/EHR Implementation and improvements, etc.
