About The Position

The University of Illinois Chicago (UIC) is seeking a Benefits Management and Data Analytics Manager for the Division of Specialized Care for Children (DSCC) in Springfield, IL. This hybrid position involves supervising the Benefits Management Unit and the DSCC Data Team, providing expertise in insurance regulations, and overseeing data protection and reporting. The role requires coordinating the development, implementation, and maintenance of policies and procedures to ensure the protection of sensitive data, adhering to federal and state laws, and UIC/DSCC information security and privacy policies. The manager will guide the DSCC Data Team in quality improvement reporting, including Scorecard, managed care metrics, family survey data, and care coordination reporting tools.

Requirements

  • Bachelor's degree in business administration, management, or a field related to the position.
  • Five years of professional business, financial, and/or managerial work experience.
  • A bachelor’s degree in nursing, social work, computer science, statistics, or a related field is required.
  • Five years of professional experience in social service or clinical settings.

Responsibilities

  • Supervise Benefits Management and Data Team staff, including hiring, discharging, and conducting annual performance reviews.
  • Develop staff through regular meetings, team building, and professional development opportunities.
  • Provide direction and oversight to the Benefits Management and Data Teams.
  • Participate in leadership and management meetings and training.
  • Review and interpret State and Federal legislation, administrative rules, and programs related to public funding sources for health insurance and their implications to UIC-DSCC.
  • Monitor public and private insurance industry trends and incorporate them into benefit management strategies.
  • Advise senior administration on UIC-DSCC policies and assist in developing internal operating procedures for benefit management.
  • Participate in Interagency meetings to stay current and advocate on Medicaid policy and programming.
  • Attend external meetings, trainings, and conferences related to health insurance and healthcare policy.
  • Cultivate relationships with community partners and outside agencies for benefits management.
  • Develop and implement benefit management training modules and informational tools for DSCC staff and families.
  • Conduct presentations at regional offices and/or web-based presentations.
  • Analyze health insurance benefits for all DSCC participants and prepare monthly reports.
  • Prepare and compose correspondence, technical assistance, surveys, reports, and miscellaneous tasks.
  • Monitor and guide DSCC staff on policy and procedure related to data usage.
  • Oversee the organization and distribution of surveys for family engagement and satisfaction, including analyzing results and distributing them to leadership.
  • Oversee the facilitation of meetings to provide information to appropriate audiences for improvement based on data.
  • Partner with the IT Team to provide accurate data through reporting tools that guide care coordination activities.
  • Contribute to data infrastructure development and improvement, including data quality control and automation.
  • Manage and oversee the collection, audit, and changes of data from various sources.
  • Provide team education around data use and data dictionaries.
  • Analyze data related to Connect Care program enrollment and reconciliation.
  • Oversee file distribution and analysis for managed care data files.
  • Complete information security and privacy risk assessments and surveys in conjunction with the DSCC IT team.
  • Conduct ongoing compliance monitoring activities and other compliance and operational assessment functions.
  • Ensure compliance with security and privacy practices and consistent application of sanction policies.
  • Work with DSCC senior management to ensure appropriate privacy and confidentiality consent, authorization forms, and information notices.
  • Oversee, direct, deliver, and ensure delivery of initial security and privacy awareness training and orientation.
  • Work cooperatively with DSCC operational teams to support patient rights regarding protected health information.
  • Maintain current knowledge of applicable federal and state privacy laws and accreditation standards.
  • Serve as information security and privacy liaison to the organization.
