About The Position

This position is for a Behavioral Health Program Manager within the Worcester County Health Department. Reporting to the Director of Behavioral Health, the role involves administrative supervision of a Community Health Nurse Supervisor and a Psychiatric Nurse Practitioner, as well as administrative and technical supervision of mental health and substance abuse clinical staff. Key responsibilities include guiding supervisors, reviewing clinical work, ensuring completion of treatment plans and documentation, overseeing financial management of programs, conducting staff supervision, directing daily program operations, developing policies, ensuring compliance with regulations (Joint Commission and COMAR), and meeting community needs. The role also involves strategic planning, project management, operations compliance, and liaison with community partners. This position may require occasional evening hours, travel to all Worcester County Health Department sites, and is considered Emergency Essential, requiring special deployment during emergencies or crises.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Six years of health or human services administrative or professional experience.
  • Three years of supervisory or managerial level experience.
  • A resume must be uploaded to the application.
  • Must be a current employee of the Worcester County Health Department.

Nice To Haves

  • Possession of a LCSW-C or LCPC license

Responsibilities

  • Administratively supervise a Community Health Nurse Supervisor and a Psychiatric Nurse Practitioner.

  • Guide lower-level supervisors on clinical decisions.
  • Review staff clinical work.
  • Ensure the completion of treatment plans, prior authorizations, progress notes & training.

  • Conduct scheduled supervision with assigned staff.
  • Direct and evaluate daily program operations.
