Behavioral Health Clinical Supervisor (40 Hour)
About The Position
The Western Connecticut Mental Health Network (WCMHN), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is seeking a motivated and mission-driven Behavioral Health Clinical Supervisor to oversee our Outpatient Team and our Respite Program at our facility in Waterbury. The Outpatient Services include ongoing evaluation and assessment provided in a recovery-oriented and culturally sensitive manner, with treatment teams collaborating with clients to develop individualized recovery plans. Services may include supportive counseling, individual and group therapy, and medication management. The Respite Program provides short-term residential care for individuals who are homeless, awaiting acceptance to services, or are leaving the hospital, and is operated in collaboration with Waterbury Hospital.
Requirements
- Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.
- Four (4) years of professional experience in behavioral health care.
- Two (2) years of the General Experience must have been supervising professional staff.
- Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.

- Experience providing supervision in an outpatient setting to staff who treat clients with mental health and substance abuse diagnoses
- Experience providing trauma informed and culturally appropriate services to clients with mental health and substance abuse diagnoses
- Experience in risk management, crisis intervention and triage
- Experience using computers and electronic systems to complete documentation, maintain records, and support administrative tasks to support client services
Responsibilities
- Provide administrative and clinical oversight to the Outpatient Team and the Waterbury Respite Program, including direct supervision of program Supervisors.
- Collaborate with hospitals, law enforcement, courts, community providers, and substance use treatment providers to coordinate care and integrate behavioral health and substance use services.
- Respond to crises, emergencies, and critical incidents, including participation in the after-hours on-call rotation.
- Participate in high-risk treatment planning, team meetings, case conferences, and interdisciplinary treatment discussions to support coordinated, person-centered care.
- Promote trauma-informed, recovery-oriented, and person-centered practices across all programs and ensure services are culturally competent and responsive to individual needs.
- Assist with program development, policy implementation, strategic planning initiatives, and participation in agency committees and leadership meetings.
- Manages the staff and operations of a clinical program, discipline or specialized area.
- Coordinates, plans and manages program activities.

- Develops or assists in the development and implementation of related policy.
- Interprets and administers pertinent laws.

- Prepares or assists in preparation of program budget.

- Participates in grant and contract preparation and administration.
- Manages the recruitment, selection and retention of program staff.
- Ensures compliance with quality assurance findings and recommendations.
- Promotes cultural diversity in workplace and ensures client/individuals rights.
- Identifies and plans training and development needs.
- Analyzes problems at program level and takes appropriate action.
- Initiates workforce planning and monitors staff utilization to meet identified goals.
- Prepares or oversees preparation of reports.
- Investigates and responds to critical incidents.
- May perform clinical duties.
