About The Position

The Business Continuity and HSSE Program Manager is a hands-on, strategic leader who plays a critical role in ensuring the operational resilience and a safe, compliant workplace for a large real estate portfolio for a Global technology provider. You will be responsible for developing, leading, and executing the JLL Business Continuity (BCP) program and supporting Health, Safety, Security, and Environmental (HSSE) processes across a diverse and dynamic portfolio spanning Canada, the United States, and Latin America. Your mission is to ensure that our facility operations, critical infrastructure, and site teams can effectively withstand, respond to, and recover from disruptive events such as natural disasters, critical system failures, and business disruption incidents. This role is essential to upholding our "no surprises" commitment to our client and protecting their people, assets, and business operations, while also ensuring adherence to applicable Federal and State HSSE standards/regulations and compliance with internal company and client standards.

Requirements

  • University degree in Business Continuity, Operations Management, Occupational Health and Safety, Engineering, or Industrial Hygiene, or equivalent professional experience.
  • 5+ years of progressive experience in Business Continuity, Operations Management, Disaster Recovery, Corporate Real Estate Risk Management, or a related field.
  • Experience on a large, global client account is highly preferred.
  • Demonstrated technical/professional knowledge and skills in EHS, including local, state, and federal regulations and codes (e.g., OSHA, EPA, DOT, NFPA, ANSI).
  • Solid understanding of operational resilience principles, with a focus on physical infrastructure, critical environments, and facilities management.
  • Proven ability to lead through influence, build trusted partnerships with both internal teams and external clients, and deliver results across a diverse set of stakeholders.
  • Strong program management skills, with the ability to create and execute detailed work plans, manage timelines, and drive projects to completion independently.
  • Exceptional critical thinking and problem-solving skills, with the ability to analyze complex scenarios, identify unseen risks, and propose practical, actionable solutions, including the ability to anticipate, identify, and evaluate hazardous conditions and practices.
  • Excellent communication and presentation skills, with the ability to distill complex topics into clear, concise messages for leadership and operational teams.
  • Proficiency in MS Office (Word, PowerPoint, Excel, Visio), and/or Google Tools, and familiarity with collaboration tools.
  • Experience working effectively in a complex, fast-paced, matrixed corporate environment.

Nice To Haves

  • Professional certification in Business Continuity and/or EHS (e.g., CBCP, MBCI, CSP, ASP, CIH)
  • Familiarity with critical environment standards and relevant safety/security regulations (e.g., NFPA, OSHA).
  • Knowledgeable in fire protection systems, emergency response programs, safety committees, and audit programs.
  • Familiarity with ISO standards and some level of GMP/GLP.
  • Experience with BCP software (e.g., Fusion Risk Management, ServiceNow BCM) and data visualization tools (Tableau, Looker).
  • Bilingual capabilities (English + Spanish and/or Portuguese) are a strong asset for this role.

Responsibilities

  • Develop and rollout a comprehensive Business Continuity Program for Canada, the U.S and Latin America.
  • Serve as the primary Business Continuity (BC) subject matter expert for the client account, providing guidance and thought leadership to site teams and account leadership.
  • Partner with JLL service lines (Integrated Facilities Management, Engineering, Security, Property Management, and Project Management) and key client stakeholders to ensure seamless alignment on BC strategy and execution.
  • Lead the annual cycle of Business Impact Analyses (BIAs) and Business Continuity Plan (BCP) development and updates for all in-scope sites.
  • Design, facilitate, and document annual BCP testing exercises, including tabletop simulations and drills for high-risk regional scenarios (e.g., earthquakes, hurricanes, blizzards, and civil unrest etc.).
  • Ensure the BC program complies with relevant industry standards (e.g., NFPA 1600, ISO 22301) and client-specific requirements.
  • Support management of facility maintenance and safety processes and ensure regulatory compliance with Federal and State HSSE standards.
  • Support safety risk assessments, regulatory compliance reviews on equipment and process audits, and hazard identification (JLL AIMS submissions), recommending corrective actions.
  • Support compliance for Facilities Management with regulating bodies including FDA, OSHA, EPA, Corporate, and Divisional procedures, standards, and regulations.
  • Provide Program Oversight for the chemical management for all JLL vendors, including approval/disapproval of all chemicals entering the facility, internal storage and usage, and maintaining all Safety Data Sheets (SDSs).
  • Support training compliance for JLL maintenance activities on key safety regulations, including Lockout Tagout (LOTO), Machine Guarding, Electrical Safety, Confined Space, Scaffolding, and Ladder Safety.
  • Support the site to ensure inspections and testing of all fire extinguishers, emergency lighting, eye wash stations, safety showers, and other safety equipment.
  • Participate in internal and external audits stemming from JLL Good Catch/Near Miss Program, and support compliance with JLL minimum audit standards.
  • Document and validate critical recovery strategies, key dependencies (power, water, network), and workaround procedures for critical system failures and site disruptions.
  • Develop and maintain risk dashboards and reporting that provide JLL and client leadership with clear visibility into portfolio vulnerabilities, recovery time objectives (RTOs), and plan readiness.
  • Prepare quarterly business review (QBR) materials on program status, key risks, and mitigation efforts, and provide evidence for both internal JLL and external client audits.
  • Develop and deliver targeted training to JLL site teams on their specific BCP roles and responsibilities during an incident.
  • Collaborate and assist the Sustainability team with the implementation of site-level sustainability initiatives, focusing on waste reduction, energy efficiency, and supporting the client’s corporate ESG goals to minimize environmental impact across the regional portfolio.
  • Ensure strict EHS Compliance in a robust refrigerant management program, adhering to EPA Section 608 and local regulations, including accurate leak rate monitoring, technician certification tracking, and proper disposal protocols for ODS and HFCs.
