About The Position

This is a supervisory position that is responsible for supervising and reviewing the activities of the Training and Administrative Division of the Arkansas State Bank Department. This position requires on-site employment with no remote or hybrid options available. The Arkansas State Bank Department is a division of the Arkansas Department of Commerce. This Bank Examiner Supervisor/Expert position is responsible for supervising and reviewing the activities of the Training and Administrative Division of the Arkansas State Bank Department. This Division organizes and maintains the structured training schedule for the Bank Examination Division, which is responsible for performing on-site examinations of Arkansas state-chartered banks, including evaluating the adequacy of capital and earnings; the quality of assets; the competency of management (including compliance with federal and state laws and Bank Department rules and regulations, and the adequacy of the audit program and internal controls); the adequacy of liquidity and funds management; the sensitivity to market risk of the institution's balance sheet and activities; the Information Systems (IS) related operations and management functions within financial institutions regulated by the Department; and Trust Department and Trust Company activities. The Bank Department's main office is located in Little Rock, AR. Additionally, the Bank Department operates satellite offices in both Springdale, AR, and Jonesboro, AR. This position will be assigned to the Bank Department office located in Little Rock, Arkansas. This position requires a minimum of five years of experience as a Bank Examiner with a State or Federal Entity, such as the FDIC, the Federal Reserve, the Office of the Comptroller of the Currency, or a State Bank Department. The Bank Examiner Supervisor / Expert is a seasoned professional responsible for leading complex examinations of financial institutions within Arkansas in an attempt to ensure their compliance with applicable laws, regulations, and standards. This role involves assessing the overall financial health, risk management strategies, and operational practices of banks. The Bank Examiner Supervisor / Expert serves as a subject matter expert, providing mentorship to junior examiners and acting as a key advisor on regulatory and financial matters. Their insights and recommendations play a critical role in safeguarding the financial system and protecting public interests.

Requirements

A bachelor’s degree in accounting, finance, business administration, economics, or a related field, or a specialized bachelor's degree related to the speciality bank examination fields of Information Systems and/or Trust.
Coursework should include at least 24 semester hours in business-related subjects such as accounting, finance, marketing, economics, mathematics, or statistics, with at least 6 semester hours in accounting.
Minimum of 9 years of experience in accounting, auditing, or financial analysis, such as reviewing loan applications or analyzing financial data.
Extensive experience in evaluating financial data, regulatory compliance, and risk management strategies.
Demonstrated expertise in handling complex examinations and providing strategic recommendations.
Prior experience in mentoring or supervising junior team members.
Exceptional analytical and problem-solving skills, with the ability to interpret complex financial information.
In-depth knowledge of banking laws, regulations, and financial principles.
Strong leadership and interpersonal skills for managing teams and collaborating with a variety of assorted of personnel.
Outstanding written and verbal communication skills, with the ability to present technical findings to both technical and non-technical audiences.
High adaptability to changing regulatory landscapes and financial industry innovations.

Nice To Haves

Responsibilities

Lead and oversee comprehensive examinations of financial institutions, focusing on high-risk areas such as Capital adequacy, Asset quality, Management practices, Earnings, Liquidity, and Sensitivity to market risks (CAMELS framework).
Develop and execute examination plans tailored to the unique characteristics of each financial institution.
Analyze complex financial statements, risk models, and regulatory compliance reports to identify systemic risks or emerging issues.
Prepare detailed, high-level examination reports, presenting findings, recommendations, and required corrective actions.
Collaborate with financial institution executives and boards to discuss examination results and strategies for risk mitigation.
Act as a subject matter expert in specialized areas such as cybersecurity, anti-money laundering, or credit risk.
Provide mentorship, guidance, and training to entry-level and mid-career examiners.
Represent the regulatory agency in interagency meetings, industry conferences, or special task forces.
Stay abreast of changes in regulatory frameworks, industry trends, and financial innovation.
Manage processes and administrative functions.
Work in a team environment.
Travel routinely for on-site examinations and training.
