About The Position

Reporting directly to the Chief and Council, the Band Manager leads the planning, organization, implementation, and evaluation of the overall management and day-to-day operations of the ʔEsdilagh First Nation (EFN). The Band Manager ensures overall fiscal responsibility and oversees the delivery of effective programs that meet the needs of the ʔEsdilagh community and its citizens. This position is the primary liaison between Chief and Council and Administration. The Band Manager also leads the Management Team and staff in operationalizing and implementing the strategic direction set by Chief and Council.

Requirements

Masters in Business Management or related field
Minimum of 5 years of progressively more responsible management within an Indigenous organization is required
Criminal Records check and driver’s abstract
Class 5 Driver’s license

Familiarity with the Tŝilhqot’in, and Indigenous organizations would be an asset

Responsibilities

Oversee all operations and programs including Administration, Finance, Health, Lands, Education, Social Programs, Economic Development, Housing, Maintenance, and Trust Account Administration
Lead the Management Team in operationalizing and implementing the strategic direction set by Chief and Council
Ensure that effective policies are developed, implemented and followed with regard to Human Resources, Finance, Programs and Operations
Ensure EFN programs and operations meet municipal, provincial and federal legislation as applicable
Oversee Human Resources for the organization including policy, workforce planning, employee relations, recruiting & selection, performance management, employee development, and health and safety
Communicates effectively and ensures clarity of management and staff roles and responsibilities
Ensure staff have the tools, training and resources to accomplish their work
Provide guidance and mentoring to employees and works to resolve any interpersonal issues between staff or with community members
Manage organizational, team and individual employee performance
Lead the Management Team to ensure a healthy and productive work environment where employees work together to achieve individual, departmental and EFN’s goals
Provide oversight ultimate responsibility for EFN’s finances including annual budget preparation, overall financial and cost controls, financial management and accountability. Ensure financial risks are mitigated
Oversee and administers all contracts
Work in collaboration with the finance staff to provide regular financial reports and updates to Chief and Council
Ensure that all reporting requirements are met for external funders
Support the Council in the development of EFN’s strategic plan and goals
Respond to Council requests for information
Attend and provide advice and input at Council and committee meetings
Make recommendations to Council for amendments to existing policy and development of new policy where required
Provide reports and recommendations for changes or improvements to programs and services, infrastructure, capital projects and housing
Ensure all Band Council Resolutions and documents are properly executed, recorded and filed
Build and maintain positive relationships with EFN citizens
Assist members and respond to their inquiries/requests or delegates as appropriate to ensure members receive timely responses
Ensure effective community engagement and communication
Negotiate, review and approve agreements, contracts and proposals as directed by Council
Explore, review and pursue funding streams
Manage strategies and processes for navigating and evaluating major projects that impact EFN
Develop and maintain relationships with Federal, Provincial, and Municipal governments, and other agencies and organizations in the best interest of EFN
Represent EFN at various meetings and other functions
Other duties as assigned
