About The Position

The Azure Solutions Architect and Administrator will support the Mississippi Department of Finance and Administration on the Enterprise System Migrations from On -Prem to Cloud project. This position serves as the primary architect for the agency's Azure cloud initiatives, responsible for designing and overseeing the adoption of public cloud solutions. The contractor will establish strategy and policy for cloud usage and lead workload migrations from on -premises environments to Azure. A major component of this effort includes developing and executing plans to transition enterprise systems, such as the state payroll system (SPAHRS), currently operating on zLinux mainframes, into secure and scalable cloud platforms. This role is both strategic and hands -on, requiring the ability to design enterprise -level architectures, oversee implementation, and support knowledge transfer to enable DFA staff to manage and sustain cloud services long term.

Requirements

  • Bachelor's degree from an accredited institution in Computer Science, Information Technology, or a related field.
  • 5 years of direct and specific experience creating Azure environments and migrating systems and services from on -premises to cloud.
  • 5 years of direct Azure Solutions Architect experience.
  • 5 years of DevOps engineering experience.
  • 5 years of experience driving cloud security, privacy, and compliance decisions.
  • 5 years of network administration experience.
  • Documentation and knowledge transfer experience.
  • Excellent written and verbal English communication skills.
  • Advanced proficiency with Windows Server (versions 2019, 2022, 2025).
  • Advanced proficiency with Azure Architecture and the Microsoft Cloud Adoption Framework for Azure.
  • Advanced proficiency with Azure DevOps, including Test Plans, Pipelines, and Boards.

Nice To Haves

  • Advanced proficiency with Linux operating systems, including zLinux, Red Hat, and SUSE.
  • Advanced proficiency with PowerShell for automation and configuration management.
  • Mainframe administration experience.
  • Experience with Ubuntu.
  • Familiarity with AI and machine learning concepts.
  • Experience with application monitoring tools and practices.

Responsibilities

  • Serve as the primary Azure cloud architect, designing and overseeing adoption of public cloud solutions aligned with the Microsoft Cloud Adoption Framework for Azure.
  • Develop Azure -based IaaS and PaaS solutions to support enterprise system migrations from on -premises environments.
  • Lead the planning and execution of workload migrations, including legacy mainframe systems, to secure and scalable Azure cloud platforms.
  • Establish and enforce cloud governance, security, and compliance policies in alignment with agency requirements.
  • Implement automation for provisioning, configuration management, and lifecycle tasks using tools such as Azure DevOps and PowerShell.
  • Integrate hybrid environments and containerized workloads within the Azure ecosystem.
  • Collaborate with DFA technical and administrative teams to align cloud architecture with organizational objectives.
  • Provide technical expertise in Windows Server, Linux, and legacy system migration to guide successful cloud adoption.
  • Utilize Azure DevOps tools including Test Plans, Pipelines, and Boards to support development and quality assurance processes.
  • Conduct documentation and knowledge transfer activities to ensure DFA staff can sustain cloud services independently.
