About The Position

This position manages and supervises all assigned employees, assists the Vice President of Accounting/Controller in directing the completion of financial statements, audits, and tax returns, and manages all financial management functions and accounting activities. The role also provides oversight and expertise for accounting and reporting compliance, assists with financial, budgeting, payroll, banking, and auditing activities, and maintains control over depository accounts and investment activities. Additionally, the position maintains grant request documentation, supervises the chart of accounts and accounts payable process, and performs other related duties as assigned.

Requirements

  • Possession of a Bachelor’s degree from an accredited college or university in accounting, finance, or a related field
  • Six (6) or more years of related experience and/or training including experience in a supervisory position
  • Any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities.

Responsibilities

  • Manages and supervises all assigned employees (e.g., assigns tasks; interviews job applicants; recommends the hiring of job applicants; recommends discipline; approves and recommends the approval of leave requests; has unlimited access to financial data used in the payroll and benefit budgeting process; has access to financial data used in monitoring department revenue/income, etc.); supervises tasks performed by accountant and project managers
  • Assists the Vice President of Accounting/Controller in directing the completion of financial statements, audits, and tax returns for the Agency, all affiliates and instrumentalities, including review of audited FS and tax return draft for accuracy and completeness; assists the Vice President of Accounting/Controller to ensure timely filing with Federal, State, Local, and corporate partners, including recordkeeping of corporate partners financial activities.
  • Assists the Vice President of Accounting/Controller in managing all financial management functions and accounting activities of CMHA (e.g., accounting and reporting for Agency program operations and capital projects, monthly, and annual financial reporting, fixed asset management, accounts payable, tenants accounting, banking and debt management services, investment/cash management, payroll services, etc.); assists with annually managing Agency relationships with independent auditors; prepares documentation for CMHA’s year-end consolidated financial statement audits; instructs and reviews financial reports prepared by accountants (e.g., CEO cash report, Board report, joint meeting report, etc.).
  • Assists the Vice President of Accounting/Controller in providing oversight and expertise to ensure accounting and reporting compliance with Generally Accepted Accounting Principles (GAAP), U.S. Department of HUD, investor and IRS tax credit requirements; provides accounting opinions to Vice President of Accounting/Controller on all related matters.
  • Assists the Vice President of Accounting/Controller with financial, budgeting, payroll, banking and auditing activities of the Housing Authority; assists with establishing and maintaining effective internal controls over all CMHA financial resources and financial systems and operations including proper authorization, processing, and recording of financial transactions and internal audit process to ensure the integrity in the use of funds, equipment, materials, and personnel to safeguard CMHA’s funds and property.
  • Accurately maintains grant request documentation and draws from the appropriate grant on the HUD website; maintains obligated vs. expended information; maintains and reconciles grants.
  • Supervises, prepares, and maintains the chart of accounts, general, and subsidiary ledgers and ensures accuracy and accounting controls at the house project level; supervises accounts payable process and check run; maintains list of vendors; supervises the accountants review of financial records from the third party management company and project managers’ communication with third party management company when issues arise; assists the Vice President of Accounting/Controller in providing information needed for attorneys, investors, and other partners around development deals and ongoing management.
  • Assists the Vice President of Accounting/Controller with maintaining control over all depository accounts; processes electronic banking transactions; assists the Vice President of Accounting/Controller on his/her responsibility for prudent investment of any and all CMHA funds and maintaining accurate records of all transactions and ongoing effects of investments.
  • Attends meetings and serves on committees, as directed; attends training and seminars, as directed.
  • Demonstrates regular and predictable attendance.
  • Maintains required licensure and/or certification.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Performs other related duties as assigned.
