The Principal Flight Oversight Inspector (POI) is responsible for oversight and safety assurance across certification, surveillance, compliance, enforcement, and inspection duties for an assigned air carrier, airmen, and designees. The POI ensures the assigned organization meets Title 14 of the Code of Federal Regulations (14 CFR) and maintains expanded knowledge of its technical airworthiness, safety management system (SMS), training, and administrative programs. In the Operations specialty, the POI serves as the principal representative for regulatory surveillance and risk management of a major air carrier with extensive and complex operations. The role exercises full certificate authority, analyzes operations involving large fleets of turbojet aircraft used in large-scale passenger and freight service, and applies advanced knowledge of aircraft and operational capabilities and limitations. The POI plans and carries out programs and studies, advises field-level Aviation Safety Inspectors on complex policy interpretations, and adjusts work to meet organizational needs. Decisions can broadly affect aircraft operations and the safety of the flying public. The position requires frequent, important communication with key carrier officials, including Part 119 officials, the accountable executive for SMS, and middle management. The POI also collaborates with other government agencies and civil aviation authorities to resolve certification, aircraft modification, safety management, and regulatory compliance issues. The POI develops evaluation procedures when existing precedents do not apply, informs front-line management about program status, and is accountable for the technical accuracy, coordination, and timeliness of work. The POI advises office management and assists with technical and priority correspondence for leadership, industry, government agencies, Congress, and the public. Other duties may be required.
