About The Position

The Aviation Passenger Facility Charge (PFC) Specialist performs advanced professional work administering, monitoring, and safeguarding the Department of Aviation’s Passenger Facility Charge (PFC) program. This position is responsible for ensuring regulatory compliance, protecting revenue integrity, maintaining accurate financial reporting, and coordinating with the Federal Aviation Administration (FAA) and air carriers. The position exercises independent judgment in interpreting federal regulations, analyzing complex financial data, identifying compliance risks, and implementing corrective actions in accordance with 14 CFR Part 158, FAA guidance, and City of Dallas financial policies.

Requirements

  • Knowledge of Passenger Facility Charge regulations (14 CFR Part 158) and related FAA guidance.
  • Knowledge of governmental accounting principles and financial reporting practices.
  • Proficiency in financial systems and advanced spreadsheet analysis.
  • Strong attention to detail and organizational skills.
  • Ability to interpret and apply federal regulations within an airport funding environment.
  • Ability to analyze financial data, identify discrepancies, and implement corrective actions.
  • Ability to communicate effectively with airlines, FAA representatives, auditors, and internal staff.
  • Bachelor’s Degree in Finance, Accounting, Aviation Management, Business Administration, Public Administration
  • Four (4) years of professional experience in aviation finance, governmental accounting, federal grant administration, airport revenue programs, or related financial compliance work.
  • Three (3) years of supervisory/ lead work experience responsibilities (This experience may be included in the required experience listed above).
  • Valid driver’s license with good driving record
  • Must be able to pass a TSA background check

Responsibilities

  • Prepares, submits, and monitors Passenger Facility Charge (PFC) applications, amendments, and closeouts in compliance with 14 CFR Part 158.
  • Interprets and applies federal regulations to determine project eligibility, allowable costs, and compliance requirements.
  • Serves as the Department’s primary technical liaison with the FAA regarding PFC approvals, reporting requirements, and compliance matters.
  • Maintains required federal assurances, documentation, and reporting schedules to ensure continuous regulatory compliance.
  • Monitors regulatory updates and implement necessary procedural adjustments to maintain program compliance.
  • Assists with developing and maintaining internal controls and tracking mechanisms to safeguard revenue accuracy and integrity.
  • Prepares monthly, quarterly, and annual financial and compliance reports related to the PFC program.
  • Analyzes PFC revenue capacity and provides funding availability assessments to support capital planning.
  • Reviews capital projects for PFC eligibility and alignment with approved applications.
  • Tracks PFC-funded project expenditures to ensure compliance with federal approvals and authorized funding limits.
  • Assists in coordinating PFC funding with other sources, including Airport Improvement Program (AIP) grants and bond proceeds, to support overall capital funding strategies.
  • Maintains audit-ready documentation and provides required materials for internal and external audits.
  • Identifies potential compliance risks and recommend corrective measures.
  • Ensures timely submission of required federal reports and financial reconciliations.
  • Assists in development and documentation of standard operating procedures for PFC administration.
