About The Position

The Aviation Officer / Chief Pilot is responsible to the Director of Aviation Operation for the overall management and conduct of DOD flight and ground operations and the management and operation of the FAA Part 145 Repair Station for General Aviation maintenance. This position will direct overall business function performances and perform exempt level decision making including interviewing, hiring, terminating, performance reviews, and performance corrections. This position has the responsibility and authority to carry out assigned tasks.

Requirements

  • BA/BS degree in Aviation Field or related field with 10+ years’ experience in aviation management.
  • Working knowledge of AR 95-1 and DCMA 8210.
  • FAA Commercial Pilot Certificate.
  • Familiar with a variety of the business functions concepts, practices, and procedures.
  • This position requires a strong attention to detail and follow through, use of independent judgment, and excellent Ability to secure and maintain a government security clearance.
  • Ability to pass drug test
  • Must hold a valid, current FAA or military Class II Medical Certificate
  • Must have not less than 1,000 hours Pilot-in-Command time.
  • Must hold a valid FAA Commercial / Instrument Rotorcraft license with appropriate helicopter type rating
  • Must have the ability to obtain and maintain a Government Security Clearance
  • Must be MP and PC rated in, preferably the UH-60A/L/or M

Nice To Haves

  • Graduate of an Army Flight Instructor Course
  • Have been appointed as a Maintenance Test Flight Examiner
  • Functioned in the status of a Standardization and Evaluation Pilot
  • Hold a current and valid FAA CFI/CFII Rotorcraft license.

Responsibilities

  • Acts as the primary advisor to the Director of Aviation Operations for all matters involving DOD flight and ground operations under the authority of DCMA Instruction 8210.
  • Fulfill all responsibilities as the Contractor’s Requesting Official (CRO) for the Yulista Aviation Complex, as defined by AVN-002, paragraph 4.2.1.
  • Establish and revise as necessary all flight and ground operations procedures IAW DCMA Instruction 8210.
  • Establish and maintain all sub-contractor pilot flight records; manage aircraft currency and qualification issues to ensure pilot readiness.
  • Perform flight mission briefings for authorized flights IAW AVN-002, Chapter 4.
  • Submit Flight Authorization requests to the Government Flight Representative IAW AVN-002, Chapter 4.
  • Coordinate partner and sub-contractor pilot and maintenance test pilot schedules to ensure flight mission completion.
  • Acts as the primary advisor to the Director of Aviation Operations for all matters concerning the Yulista Aviation Part 145 Repair Station.
  • Ensure the repair station complies with Federal Aviation Regulations.
  • Ensure that all changes to the Repair Station Manual are coordinated with and approved by the FAA.
  • Ensure adequate safety precautions are observed by repair station personnel.
  • Establish criteria for hiring personnel for positions responsible for maintaining, supervising, or inspecting maintenance or alterations of civil aviation articles.
  • Establish the requirements for initial and recurring training for all personnel involved in maintenance, preventive maintenance, and alteration of civil aviation articles.
  • Approve the contents of the Certified Repair Station Manual.
  • Coordinate the activities of other corporate functions in support of the repair station.
  • Ensures adherence to master plans and schedules; develops solutions to functional area problems, and directs work of employees assigned to business disciplines and those matrixed to various programs / projects.
  • Acts as advisor to program team regarding projects, tasks, and operations.
  • Determines business function metrics and measures, and reports progress to the Director of Aviation Operations.
  • Must be able to fly under Day, Night and IMC flight conditions with responsibility for such operations as ferrying the aircraft from home station to required test sites.
  • Performs assignments including planning routes of flight, securing the necessary clearance, navigating by reference to aeronautical charts, compass, and terrain features under Day, Night and IMC flight conditions.
  • Accomplishes TDY mission support when tasked by the COR or designated representative and support any other flight and non-flight tasking as directed through their chain of command.
  • The Chief Pilot may be required to perform other related duties to meet the ongoing needs of the organization.
  • Understand, follow and enforce the parameters set forth in AR 95-20, August 2013 and AR 95-1, March 2018
  • Manage and author the Yulista AVN-002, Flight and Ground Operating Procedures
  • Manage and direct the use of Ground and flight Operating Procedures as specified in AR 95-20
  • Work daily with our government oversite agency, from the PIF, the Government Flight Representative (GFR) and their staff
  • Other duties as assigned.
