About The Position

Amentum is seeking an Automated Record Check (ARC) Security Specialist II to support the National Geospatial-Intelligence Agency (NGA) and Office of Security (SIS) in Springfield, VA. This role involves providing comprehensive support and maintenance to established Personnel Security (PERSEC) programs, ensuring timely security support for internal and external taskings, projects, and programs. The specialist will offer agency-level technical expertise in personnel security disciplines and standard operating procedures, train ARC contractor staff, and prepare/administer PERSEC program briefings. Responsibilities include researching, preparing, and maintaining policies/procedures, briefing leadership on program requirements and regulations, and accurately maintaining/updating databases and files in a timely manner. The role also requires responding promptly to inquiries, assisting with customer distribution lists, escalating security issues, and providing service excellence to internal and external customers. The specialist will utilize security concepts to analyze and recommend solutions for complex security issues, document weekly activities, and maintain all actions in the security system of record within mandated timelines. A key function is collecting, investigating, researching, documenting, and forwarding adjudicative information for employees and contractors, following up to ensure timely action on all ARC events, and preparing accurate reports of investigation. The role involves completing ARCs within 30 days, preparing ARC reports using established templates, and conducting/supporting Special Agency Checks (SAC) for spouses or cohabitants.

Requirements

TS/SCI clearance and must be willing to undergo a polygraph exam.
Bachelor’s Degree or equivalent experience in a related field to personnel security.
3-6 years’ experience in personnel security in the DOD/IC.
Demonstrate experience with reviewing Standard Form-85/86 and understand scoping requirements.
Understand and be able to analyze the security repositories (e.g.,JPAS/DISS, Scattered Castles, DCSA’s NP2 Portal, eQIP, PIPS/CVS, SAVE, TIDE, NCIC, FBI Name Check).

Nice To Haves

Experience with determining if electronic fingerprint results are classifiable.
Understand the requirements and PII needed for completing a Special Agency Check for a spouse or cohabitant.

Responsibilities

Provide support and maintenance to established PERSEC programs.
Ensure ARC team members provide timely security support to Personnel Security’s internal and external taskings, projects, and programs.
Support the execution of the day-to-day NGA PERSEC ARC program.
Provide agency level technical expertise concerning the personnel security disciplines and standard operating procedures.
Responsible for training ARC contractor staff, as needed.
Prepare, support and administer PERSEC program briefings, as needed.
Prepare, write, and present reports/whitepapers, various forms of correspondence, as required.
Research, prepare, and maintain policies/procedures for NGA PERSEC ARC Team.
Brief SISPI leadership and other NGA KC’s regarding the program requirements and regulations.
Appropriately and accurately maintain and update databases and files (e.g., PeopleSoft security system of records, SISPI SharePoint Page, internal SISP file folders, DISS, RapBack, etc.) with data entry in a timely manner/real time.
Respond in a timely manner to all telephone and/or email actions, questions, or status inquiries to include checks of internal and external personnel security databases.
Assist in maintaining distribution lists for customers to contact PERSEC, as needed/required.
Bring case security issues to the attention of the Government Team Leads.
Assist the government PERSEC team to help in developing recommendations for improvement.
Provide service excellence in guidance and resolution to internal and external customers’ questions and inquiries in a timely manner for support to their programs.
Utilizes a variety of security concepts, principles and practices to analyze and recommend solutions for difficult and complex security issues.
Document and provide Weekly Activity Report (WAR) actions in the SISP designated template and timeline to the Government Team Lead.
Document, file, and maintain all actions in the security system of record (e.g., PeopleSoft, DISS, RapBack, etc.).
Complete all actions within the mandated timelines (e.g., IRTPA, DNI, etc.).
Collect, investigate, research, document, and forward to adjudications, as applicable, all adjudicative relevant information received through ARC for employees and contractors, in the SISP mandated timelines.
Follow-up as appropriate to ensure timely action on all ARC events.
Prepare accurate and quality reports of investigation, as needed.
Submit appropriate documentation to applicable databases to complete the ARCs in less than 30 days.
Prepare the ARC report using the established template and place in ePSF, annotating action in the investigations Module in PeopleSoft or other databases of record, as required.
Conduct and support Special Agency Checks (SAC) for spouse or cohabitant, annotating action in PeopleSoft or other databases of record, as required.
