About The Position

The Office of the Independent Inspector General (OIIG) was created to detect, deter and prevent corruption fraud, waste, mismanagement, unlawful political discrimination or misconduct in the operation of Cook County Government. Cook County, Ill., Ordinances 07-O-52 (2007). Performs highly complex compliance, performance, and financial reviews of Cook County agencies, programs, and operations. Conducts interviews, prepares comprehensive reports detailing findings and conclusions, and makes recommendations to the Inspector General and other senior level staff for corrective action to improve the efficiency and effectiveness of County government. This position is Actively Recruited and At-Will

Requirements

  • Graduation from an accredited college or university with a Bachelor’s degree in Accounting, Business Administration, Economics or Finance is required.
  • Six (6) years of full-time paid work experience in the conduct of auditing, accounting, compliance, or risk control is required.
  • Extensive knowledge of rules, regulations and operating procedures as they pertain to performing compliance and performance reviews at all levels of government and the private sector.
  • Extensive knowledge of applicable laws and regulations of state, local, and other authorities relative to cases of abuse, fraud, waste, and mismanagement as well as criminal and civil misconduct.
  • Skill in performing in-depth, confidential, sensitive and highly complex reviews requiring document review and the conduct of interviews with complainants, witnesses, victims and other agency representatives.
  • Drafting skills necessary to prepare review and evaluation programs and plans, investigative reports and other documentation in a clear, concise, and accurate manner.
  • Extensive knowledge of and experience with data analysis methods and software.
  • Knowledge of community resources and referrals with the ability to access such services on behalf of Cook County.
  • Skill in the use of Microsoft Office Suite with emphasis on Word and Excel.
  • Skill and ability to elicit and organize facts and information from others.
  • Ability to work independently and as part of a diverse team on uncomplicated to highly complex compliance and performance reviews.
  • Strong verbal skills necessary to articulate issues and concerns regarding confidential investigative information to work peers/supervisors, other agencies, and the general public.
