About The Position

The Office of Disciplinary Counsel (“ODC”) is the branch of the Disciplinary Board of the Supreme Court of Pennsylvania that investigates and prosecutes complaints of misconduct against Pennsylvania attorneys. This position is advanced investigative and financial analysis work. While based in ODC’s Trooper office, remote work is available for some of the position’s duties.

Requirements

  • Bachelor’s Degree; OR, Four (4) years of financial investigation experience; OR, Associate’s Degree (or equivalent), with significant financial investigation experience. Or, any equivalent combination of education and experience.
  • Specialized training to conduct financial investigations.
  • Valid driver’s license and the availability of a personal vehicle, properly insured.
  • Knowledge of and skillful ability in Microsoft Office Suite and other basic or proprietary computer applications.
  • Proficiency with the creation of complex spreadsheets.
  • Ability to analyze information and data to arrive at logical interpretations.
  • Ability to set forth investigative findings in written form.
  • Ability to express ideas effectively, appropriately, logically, and in an organized fashion, orally and in writing.
  • Ability to establish and maintain effective working relationships with supervisors and fellow employees.
  • Ability to work without significant supervision.

Responsibilities

  • Investigate complaints, assist Disciplinary Counsel with trials concerning commingling and conversion cases, investigate petitions for reinstatement, and to supervise and train other staff to do so where necessary.
  • Assist Disciplinary Counsel in obtaining and identifying necessary records to conduct financial investigations.
  • Demonstrate a proficiency in the computer analysis of financial records.
  • Inventory and analyze bank account and other records in financial investigations.
  • Conduct an impartial and thorough investigation of issues and concerns raised by complainants.
  • Contact third parties, including insurance companies, city, state, and U.S. government agencies and others to obtain information and, where necessary, conduct interviews.
  • Conduct personal and telephone inquiries of complainants; make inquiries and investigations in person and by other means; secure documentary evidence, including court and other public records and various business records, wherever located.
  • Record results of investigations, inquiries and interviews, prepare affidavits and record requests, including subpoena attachments, pertinent to the issues involved in a complaint.
  • Locate attorneys, complainants, and witnesses as needed.
  • Request other districts to assist in investigations and assist them in conducting inquiries.
  • Make hand deliveries to courts, Board employees, attorneys, Hearing Committee Members, etc.
  • Obtain certified copies of documents.
  • Utilize available databases to perform background research including criminal and civil activity.
  • Conduct reinstatement investigations.
  • Effect service of subpoenas, Petitions for Discipline and other documents as necessary.
  • Testify as necessary.
  • Assist in special projects as requested by the Chief Disciplinary Counsel, Deputy Chief Disciplinary Counsel, or Counsel-in-Charge.
  • Operate all office and computer equipment, including, but not limited to: Microsoft Office Suite, DocuWare, CMS, and digital dictation software.
  • Perform other related duties and responsibilities as required and/or assigned.
