About The Position

This position is for an Attorney to support the Ethics & Conduct (E&C) Office within the Office of the General Counsel (OGC) at the Johns Hopkins University Applied Physics Laboratory (APL). The role involves assisting APL’s Compliance and Mission Support Group to ensure compliance with APL policies and applicable laws and regulations. Key responsibilities include providing expertise, analysis, and support for personal conflicts of interest reviews, advising on risk and mitigation, ensuring compliance with APL’s Code of Ethics and Conduct, and conducting Lab-wide training. The attorney will also investigate alleged policy violations, conduct fact-finding, legal research, analyze information, and prepare confidential reports with recommendations. Additionally, the role involves assisting with government investigations and queries, developing and presenting training materials, and performing other assigned duties.

Requirements

  • Juris Doctor Degree from an American Bar Association-accredited law school and admission to practice law in one or more jurisdictions.
  • At least three (3) years of directly applicable experience in the Ethics and Compliance field.
  • Experience advising on ethics and conduct matters, conducting internal investigations, and working in a role responsible for a compliance program aligned with federal, state, and local laws, regulations, and contractual obligations.
  • Strong inter-personal skills, including excellent verbal and written communication skills, mediation skills, and acumen working with employees of a variety of backgrounds.
  • Excellent legal and practical research skills.
  • Ability to think critically and make clear and well-reasoned decisions in complex and ambiguous situations.
  • Strong organizational skills, a flexible work style and schedule, and the ability to simultaneously manage multiple challenging projects in a demanding work environment.
  • Demonstrated unquestionable integrity and excellent judgment.
  • Able to obtain an Interim Secret level security clearance by your start date and can ultimately obtain a Secret level clearance.
  • U.S. citizenship.

Nice To Haves

  • Certified Compliance & Ethics Professional (CCEP), a Leadership Professional in Ethics & Compliance (LPEC), or other recognized ethics and compliance-related certification.
  • Knowledge of research and development in a government contracting setting.
  • Experience working as program or project manager, or equivalent level of responsibility.
  • An Active U.S. Department of War Secret level clearance.

Responsibilities

  • Assist APL’s Compliance and Mission Support Group, working with staff across the Laboratory to ensure compliance with APL policies and applicable laws and regulations.
  • Provide expertise, analysis, and support for personal conflicts of interest reviews.
  • Advise concerning risk and mitigation related to various activities across the Lab.
  • Ensure compliance with APL’s Code of Ethics and Conduct and Lab-wide training.
  • Assist the Compliance and Mission Support Group with the investigation of alleged policy violations arising under APL's Code of Ethics and Conduct.
  • Conduct fact-finding, conduct necessary legal research, analyze information gathered, and prepare confidential reports of investigative findings, including recommendations for consideration by management.
  • Enter relevant matters into APL case management systems and assist with data analysis as needed.
  • Assist on a multitude of exciting initiatives and projects to advance novel approaches to risk management and compliance.
  • Assist in responding to government investigations and queries as appropriate.
  • Assist the Compliance and Mission Support Group with creating, developing, and presenting briefs or training to personnel at all levels across the Lab on related topics.
  • Perform other duties as assigned.
