About The Position

The Georgia Department of Community Health (DCH) is seeking qualified applicants for an Attorney 3 position in its Office of General Counsel. This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians. Requirements

  • Juris Doctorate from an accredited college or university AND license to practice law in the State of Georgia OR eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring OR reciprocity
  • Two years of relevant legal experience OR Two years of experience required at the lower-level Attorney 2 (LEP021)

Responsibilities

  • Provide legal support to the Department through the Division of Legal Services.
  • Work assigned cases, preparing them for hearings, submitting and responding to relevant motions, interviewing and preparing witnesses.
  • Analyze issues facing the department and make recommendations to ameliorate the same.
  • Negotiate and draft settlement agreements involving sums as small as ONE THOUSAND DOLLARS ($1,000.00) to over TWO MILLION DOLLARS ($2,000,000.00).
  • Draft and prepare legal documents and correspondence, including Motions for Summary Determination, Motions for Continuance, Motions to Substitute Counsel, etc.
  • Review and assemble appeal files to determine the optimal course of action in support of the Department's best interest.
  • Conduct legal research utilizing Lexis and/or other reference materials.
  • Assist outside counsel, whether the State AG's office or SAAGs, with cases that are before both the Superior and/or federal court.
  • Engage in oral and written communication with Medicaid members, Medicaid providers, opposing counsel, the Attorney General's Office, court officials, etc.
  • Interview witnesses in preparation for administrative hearings.
  • Attend Departmental meetings.
  • Prepare related reports.
  • Present matters on behalf of the Department before OSAH as well as the departments designated hearing officer.
  • Assist various Program Specialists with legal issues associated with their programs.
  • Provide “in house” training in conjunction with Program Specialists.
  • Serve as liaison between DCH and other interested stakeholders.
  • Stay abreast of current issues across the Medicaid spectrum.
  • Attend seminars and training, provide a synopsis of the same.
  • Counsel the public with regard to the programs and services available under the DCH umbrella.
  • Travel required throughout the state of Georgia.
  • Seek ways to improve internal procedures and practices of Legal Services.
  • Perform other duties as assigned.
