About The Position

This position is the Interpersonal Violence Prosecutor (IVP) for the Maine Prosecutors Association. It reports to the Executive Director of the Maine Prosecutors Association and is not assigned to any prosecutorial district or office. It is a high-level, statewide assistant district attorney position. This position is an employee of the Maine Office of the Attorney General but works under the direction of the Maine Prosecutors Association to facilitate statewide coordination of the prosecution of domestic violence, dating violence, sexual assault, and stalking crimes and to assist every prosecutorial district with the prosecution of these crimes. This position will have access to a physical office at their closest District Attorney’s Office, however, remote work is also allowed. The IVP provides training, education, and technical support to prosecutors and law enforcement agencies throughout Maine for the prosecution of domestic abuse, sexual assault, and stalking crimes. The IVP will do so, in part, by prosecuting these crimes in conjunction with a prosecutorial district, focusing on cases of intimate partner violence, dating violence, stalking or sexual assaults of children between the ages of 11 and 18 and victims that identify with a traditionally underserved population. The IVP will also specialize in the prosecution of domestic abuse and sexual assault crimes when the offender and/or victim are law enforcement officers.

Requirements

Applicants must be members of the Maine Bar in good standing
minimum seven years prosecutorial experience
trial advocacy, legal research, and writing skills
expertise in the areas of domestic abuse, sexual assault, and stalking
a demonstrated record of community partner outreach/engagement, including communities disproportionately impacted by domestic abuse, sexual assault, and stalking.

Responsibilities

Prosecute intimate partner violence and dating partner crimes, stalking crimes and sexual assault crimes where victims are 11 or older as the lead prosecutor. Priority will be given to cases involving novel legal issues or complex facts.
Second seat in-district prosecutors in cases involving intimate partner or dating partner violence crimes and sexual assault crimes where victims are 11 or older. Priority will be given to supporting attorneys who have less than 5 years of experience prosecuting these types of cases.
Apply subject matter expertise to coordinate, support, prosecute and/or defend criminal court appeals that involve novel legal questions or are likely to have notable impact on the statewide response to domestic abuse, sexual assault and stalking.
Responds to requests for technical legal assistance from Maine domestic abuse and sexual assault prosecutors, victim witness advocates, and law enforcement officers to support a best practice criminal legal system response to victims of domestic abuse, sexual assault and stalking.
Teach at multi-disciplinary prosecutor and law enforcement training sessions across the state. The topics covered in these trainings include, but are not limited to Domestic Violence Investigation and Prosecutions, Evidence-Based Prosecutions, Investigating Sexual Assault Cases, and other related subjects.
Teach at the Maine Criminal Justice Academy during the Basic Law Enforcement Training Program and any other trainings the Academy offers where it is appropriate to have the perspective of a domestic abuse and sexual assault prosecutor.
Collaborate with prosecutor coordinators from other states to identify and offer high quality training for Maine prosecutors, law enforcement, and system based and community based advocates to improve our statewide response.
Conduct regular and timely consultations on domestic abuse and sexual assault cases with prosecutors and law enforcement officers in Maine.
The IVP is available to assist any jurisdiction throughout Maine to provide consultations to prosecutors on domestic and sexual abuse cases, and where appropriate, to assist them in preparation for trial.
Support efforts to improve the statewide guidance on best practices for prosecutors in the prosecution on domestic abuse, sexual assault, and stalking highlighting the importance of victim centered prosecution.
Attend meetings of state boards and committees addressing domestic abuse and sexual assault issues.
Work in partnership with the Maine Coalition to End Domestic Abuse and Maine Coalition Against Sexual Assault to further the goals of offender accountability and victim safety.
Other duties related to the prosecution of domestic abuse, sexual assault, and stalking as requested by the Maine Prosecutors Association.
Statewide travel as necessary to carry out these duties.
