About The Position

The Office of the Attorney General is seeking a full-time attorney to serve as the Director of the Healthcare Crimes Unit (“HCU”) – the State’s Medicaid Fraud Control Unit-within the Criminal Division headquartered in Augusta. The HCU investigates and prosecutes financial fraud and crimes committed by Medicaid providers and their employees. The HCU also prosecutes the abuse, neglect and financial exploitation of residents in health care facilities. In addition to criminal prosecution, the HCU pursues civil action against Medicaid providers under the False Claims Act, the Unfair Trade and Practices Act, and common law theories of liability. The HCU is also active in joint state-federal civil actions under federal law initiated by the United States Attorney’s Office in Maine and other federal districts. The HCU Director is a federally designated position that represents the state of Maine in participation with the U.S. Department of Health and Human Services, as well as the National Association of Medicaid Fraud Control Units. The Director facilitates the work and operations of the HCU, assigns and oversees cases to HCU attorneys, coordinates workflow, and carries an independent workload. The Director supervises two Assistant Attorneys General, forensic accountant, investigators, and paralegal position. The position requires occasional out-of-state travel.

Requirements

Not an entry level position.
Experience and expertise in handling large complex cases, preferably in both state and federal court.
Experience with matters involving voluminous financial and medical records.
Experience with criminal cases including assaults, sexual assaults, endangering the welfare of dependent persons, and drug diversion by health case personnel.
Jury trial experience.
Excellent research and writing skills.
Ability to assume full responsibility for the prosecution of criminal and civil cases.
High ethical standards.
Sound judgment.
Strong communication and inter-personal skills.
Good organization/time management skills.
Ability to work as a team with law enforcement and other prosecutors.
Candidates must be a member of the Maine Bar in good standing.

Nice To Haves

Five or more years of legal practice with demonstrated proficiency in health care law or financial crimes is preferred.
Travel throughout the State is required.
