About The Position

The State of Connecticut Department of Energy and Environmental Protection (DEEP) has an opening for an Associate Research Analyst within the Bureau of Energy and Technology Policy (BETP) unit in New Britain, CT. BETP focuses on developing policies and programs for a clean, economical, resilient, and reliable energy and technology future, while also contributing to economic growth and job creation. BETP manages and implements energy and broadband policies and programs at local, state, regional, and federal levels. This full-time, 40-hour per week position involves working within the Office of Building and Transportation Decarbonization (OBTD) on transportation electrification and affordability. Responsibilities include conducting research, engaging with stakeholders, analyzing data to align electrification programs with state policy objectives (affordable, reliable, clean), and supporting DEEP's participation in Public Utilities Regulatory Authority (PURA) dockets related to transportation electrification impacts on the grid. The role may also involve data reporting, research, and drafting for DEEP's strategic plans, such as Connecticut’s Electric Vehicle Roadmap. This work requires participation in inter- and intra-state working groups, synthesizing program and regional data, coordinating research and policy development, researching best practices, and developing internal briefing memos. Collaboration with other DEEP offices, agencies, electric distribution companies, other New England states, and technical consultants may be necessary. Equitable policy and program design, and inclusive public input processes are prioritized. BETP fosters a collaborative, team-based work environment where Research Analysts contribute to increasingly complex research, writing, and public engagement projects as their skills develop.

Requirements

  • Seven (7) years of professional experience in research, data analysis or economics.
  • One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Considerable knowledge of research methods and techniques.
  • Considerable knowledge of principles, concepts and methods of statistical analysis.
  • Knowledge of agency related policies and procedures as related to research.
  • Considerable oral and written communication skills.
  • Interpersonal skills.
  • Considerable ability to analyze data.
  • Ability to develop programs and use prepackaged computer programs to perform data analysis.

Nice To Haves

  • Experience with oral and written communication, both digitally and in person, to internal and external stakeholders with both expert and non-expert knowledge levels.
  • Experience with research design and implementation, including developing formal research methodologies, analyzing data, designing collection forms, performing statistical analysis, and preparing reports.

  • Experience in one or more of the following disciplines: energy or utility policy or program implementation, transportation electrification, utility regulation, renewable energy, energy infrastructure, energy efficiency, building decarbonization, transportation decarbonization, or climate change mitigation.

Responsibilities

  • Conduct research, engage with a variety of stakeholders, and analyze data to align transportation electrification programs and policies with state policy objectives (e.g., affordable, reliable, clean).
  • Support DEEP’s participation in Public Utilities Regulatory Authority (PURA) dockets related to transportation electrification impacts on the grid.
  • Perform data reporting, research, and drafting responsibilities related to DEEP’s strategic plans, including Connecticut’s Electric Vehicle Roadmap.
  • Participate in inter- and intra-state working groups related to transportation electrification policies and programs.
  • Synthesize program and regional data to develop programmatic and policy recommendations.
  • Coordinate research and policy development projects among staff teams.
  • Research best practices in other states.
  • Develop internal briefing and decisional memos.
  • Coordinate with other offices across DEEP, other agencies, the electric distribution companies, counterparts in other New England states, and/or technical consultants.
  • Contribute to research, writing, and public engagement projects that increase in complexity over time.
  • Perform most complex duties in area of research design and implementation.
  • Develop and conduct formal research methodologies and procedures and analyze and evaluate data.
  • Design data collection forms and develop procedures.
  • Perform complex statistical analysis.
  • Prepare comprehensive narrative and statistical reports.
  • Prepare special reports for agency officials in response to inquiries from legislature or the public.
