About The Position

The Associate Project Manager will primarily be responsible for assisting with or leading the management of professional consultants in the planning and design of multi-disciplined Pittsburgh Water projects involving the Authority’s water, wastewater and stormwater systems.

Requirements

  • Working knowledge of the planning, design, and construction of water, wastewater, and stormwater projects.
  • Knowledge of the policies and procedures of the administration of water, wastewater, and stormwater projects and of the safety hazards and precautions of the work.
  • Ability to work in a dynamic environment and conduct multi-tasking efforts.
  • Proficient in managing the work of assigned professional consultants.
  • Ability to complete projects within schedule and budget; to prepare RFP's for consultant services, bid documents, etc.
  • Ability to apply regulatory codes (e.g., city, state, federal, etc.) and standards affecting the work.
  • Ability to communicate effectively, both orally and in writing, and to establish and maintain effective working relationships with supervisors, peers, outside agencies, and the general public.
  • Bachelor’s Degree in civil or environmental engineering or a closely related field.
  • Four (4) years of related experience with water, wastewater, and/or stormwater projects.
  • Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
  • Applicant must have permanent residency in Allegheny County or within one of the following Pennsylvania counties at the time of appointment and remain a resident in Allegheny County or within one of the noted counties throughout employment with Pittsburgh Water: Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
  • Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
  • Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening.
  • Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
  • Applicants are subject to a System for Award Management (SAM) or any successor system search as maintained by the General Services Administration (GSA) to ensure compliance with federal procurement and non-procurement programs.

Nice To Haves

  • Fundamentals of Engineering (Engineer-in-Training) certification in Civil Engineering or related field issued by the Commonwealth of Pennsylvania is preferred.

Responsibilities

  • Prepare, or assist with the preparation of, Request for Proposals (RFPs) for consultant services and bid documents for project construction procurement.
  • Direct and manage the work performed by consultants related to the design of Capital or Operations related projects.
  • Review and provide feedback on project design submittals including reports, plans and specifications.
  • Monitor and manage project progress and performance against the project scope, schedule, and budget.
  • Identify project risks and schedule delays to appropriate Project Manager.
  • Coordinate execution of the work with other departments within Pittsburgh Water.
  • Review and process vendor invoicing, contractor change orders and requisitions for payment, and other necessary documentation.
  • Utilize Trimble Unity Construct to initiate, review, and/or approve various forms and processes, as well as submit project updates and maintain project schedules.
  • Assist with the development of the annual Capital Improvement Plan.
  • Maintain records and prepare accurate reports, correspondence, etc. as requested or required.
  • Review of permit and tap-in applications from local developers and other agencies.
  • Contribute as a key member of the Engineering and Construction team and represent the Authority in interactions with employees, the public, water customers, and other agencies and organizations.
  • Perform other related tasks and duties as assigned or required.
