For more information, visit www.ifc.org. Blended Concessional Finance (BF) is a key tool in the execution of IFC’s 3.0 strategy Creating Markets. Partnerships and Blended Finance Department has a mandate to raise, manage, and deploy funds from the external contributors, including for advisory, upstream, and blended finance operations. Within the Department, Blended Finance New Business and Portfolio (CBFNP) division is responsible for adequate fundraising, management, and deployment of BF funds. We are seeking an Associate Operations Officer to join our team. The selected candidate will support the work of the Blended Finance Committee (BFC) Secretariat, which ensures the orderly, timely, and well-documented execution of the BFC’s mandate in accordance with approved procedures. In addition, the incumbent will provide operational and coordination support to Blended Finance (BF) Facility Managers in the management of BF facilities. This position offers a unique opportunity to gain hands-on experience in how blended finance unlocks investment opportunities in higher-risk markets and supports the introduction of new technologies in emerging markets. By combining IFC’s own resources with commercial financing and targeted concessional funds, blended finance enables the development of innovative solutions and the implementation of impactful projects that promote sustainable private sector investment in developing countries.

Requirements

  • Master’s degree in a relevant discipline (e.g., business, finance, economics, international development)
  • At least 4 years of relevant experience.
  • Demonstrated ability to methodically and efficiently synthesize large volumes of information from diverse sources to compile data.
  • Excellent computer skills and ability to use standard technology packages, including the Microsoft Office suite (Word, Excel, PowerPoint); and web content management.
  • Productive and comfortable at multi-tasking, with the capacity to work under pressure.
  • Capable of initiative and working independently under limited supervision.
  • Good analytical and problem-solving skills.
  • Sound business judgment to identify issues and present creative and practical solutions.
  • Strong writing and editing skills, with a strong command of English.
  • Good team player, who can build good relationships and support colleagues to complete projects and various reporting commitments within tight deadlines.

Nice To Haves

  • Relevant experience in IFC operations and its strategic priorities (e.g., climate, gender, food security, etc.) is a plus.

Responsibilities

  • Support the BFC Secretary in the overall coordination, administration, and first level quality control of the BFC Secretariat’s work.
  • Support scheduling of BFC meetings in line with the Corporate Calendar.
  • Coordinate participation/quorum with Members’ front offices for BFC meetings.
  • Support consolidation of agenda items with BF Investment Officers, the BF Facility Manager, and BF Management.
  • Help prepare and distribute BFC meeting materials.
  • Track items under review (including projects in circulation and under delegated authority).
  • Send reminders and follow up for comments on BFC items.
  • Compile questions/comments and teams’ responses for BFC items.
  • Draft decision summaries for the BFC Secretary’s review and communication of outcomes.
  • Coordinate the review and clearance of blended finance projects processed under delegated authority.
  • Help ensure that packages for delegated authority are complete and procedurally compliant.
  • Maintain a consistent and well coordinated flow of information before, during, and after BFC reviews.
  • Liaise with relevant stakeholders to resolve process bottlenecks.
  • Ensure timely follow up on agreed next steps.
  • Perform first level checks of submissions (completeness, formatting, and adherence to templates/guidance).
  • Flag issues and missing information in submissions.
  • Support continuous improvement of standard templates and instructions.
  • Support preparation of preliminary quarterly BFC portfolio updates and ad hoc analyses/briefing materials.
  • Maintain accurate data entry in the BFC tracker.
  • Coordinate data needs with the BF Portfolio Team.
  • Maintain clear and auditable records of BFC decisions and delegated approvals.
  • Keep documentation, templates, and guidance notes properly archived with basic version control.
  • Maintain distribution lists, calendar entries, and access permissions for BFC materials.
  • Provide operational and coordination support to BF Facility Managers in the management of blended finance facilities.
  • Track pipeline and portfolio activities for BF facilities.
  • Support preparation of facility-level documentation and reporting for BF facilities.
  • Coordinate with investment teams and stakeholders for BF facilities.
  • Ensure alignment with BFC procedures and donor requirements for BF facilities.
