About The Position

The Nevada Department of Transportation is hiring for a Staff 2, Associate Engineer as an underfill for a Professional Engineer located in Sparks, NV. This position involves reviewing and approving traffic control plans, encroachment permits, and special events, with the goal of becoming an ATSSA certified Traffic Control Supervisor. The role also includes reviewing and commenting on traffic impact studies, assisting in determining design requirements, and recommending mitigations for access into NDOT right-of-way. Additionally, the incumbent will perform analyses for intersection control evaluations, road safety audits, and corridor studies to support operational and safety improvements. Responsibilities extend to reviewing civil improvement plans, producing traffic-related contract plans and specifications, and administering those contracts. The position also involves responding to customer comments on traffic operations and coordinating the implementation of improvements. This is an on-site position with no remote work options. Associate Engineers perform a broad range of engineering work not requiring licensure, demonstrating greater latitude in interpreting engineering criteria and possessing technical expertise in a specific program area or knowledge from a baccalaureate engineering study. They are distinguished from Engineering Technicians by their responsibility for reviewing, interpreting, and making recommendations based on data compiled by lower-level staff.

Requirements

  • Bachelor's degree from an accredited college or university in civil engineering or closely related engineering field and two years of professional engineering experience.
  • OR Certification by the Nevada State Board of Professional Engineers and Land Surveyors as an Engineer Intern, and two years of professional engineering experience in civil engineering or closely related engineering field.
  • OR two years of experience as a Staff I, Associate Engineer or Supervisor I, Associate Engineer in Nevada State service.
  • OR an equivalent combination of education and experience as described above.

  • Knowledge of engineering principles and practices.
  • Knowledge of computer software programs necessary to complete job assignments.
  • Ability to make logical engineering judgments and decisions.
  • Ability to read and understand engineering information from plans, drawings, specifications, manuals, correspondence, reports, graphs and memos.
  • Ability to analyze technical information, problems, situations, practices or procedures to identify relevant concerns, formulate logical and objective conclusions and recognize alternatives and their implications.
  • Ability to communicate orally using appropriate vocabulary and grammar to obtain and provide information and explain policies and procedures.
  • Ability to write engineering reports and other technical documents.
  • Ability to understand and perform statistical computations.

Responsibilities

  • Reviewing and approving temporary traffic control plans for construction contracts, encroachment permits, and special events.

  • Assisting in the determination of required design and recommending mitigations for access into NDOT right-of-way.

  • Participating in the planning, design, analysis, and inspection of construction and maintenance of transportation and highway systems, bridges, and other structures.
  • Designing and analyzing traffic systems including traffic signal systems, highway lighting systems, traffic striping detail and overhead traffic sign support structures.
  • Designing and evaluating pavement structural sections for new and existing roadways; developing new structural sections or appropriate rehabilitation strategies.
  • Performing technical and statutory review of water right applications; assisting in hearings, preparing draft State Engineer Rulings and assisting in administering water rights.
  • Providing water quality clearance for highway projects including technical reports for environmental impact statements and ensuring compliance with federal and State water quality regulations.
  • Performing assessments and determining compliance with federal and State requirements regarding air quality, noise control and hazardous waste and preparing required reports.
  • Reviewing applications, overseeing inspections, and recommending appropriate enforcement action for facilities subject to federal and State regulations governing wastewater treatment, air pollution control, solid and hazardous waste management, and site remediation.
  • Reviewing designs and implementation of pollution control systems and environmental remediation projects.
  • Identifying new, replaced and/or rehabilitated bridges and mapping their location for future scheduling; obtaining and reviewing bridge plans and specifications; participating in on-site inspections of in-service bridges to gather field data and prepare final inspection reports.
  • Conducting on-site highway construction inspections to ensure adherence to specifications and recommending corrective action when needed; preparing final reports including the Construction Engineering Manpower Management System (CEMMS) for construction contracts awarded by the department.
  • Continuing to work toward licensure as a professional engineer under the direct supervision of a Registered Professional Engineer, or working under limited supervision and performing advanced level engineering work not requiring licensure.
  • Assigning and reviewing the work of lower-level employees.
