About The Position

The RTRC Strategic Technologies and Partnerships (ST&P) Office is looking to fill a ST&P Leader (STPL) position. The STPL will cultivate and maintain strategic relationships with: (i) relevant US Government (USG) program managers; and, (ii) pertinent academic and industry organizations that strengthen RTX Technology Research Center (RTRC) offerings to USG customers. The STPL will have a deep, insightful understanding of Congressional and USG agency budget, priorities, technology needs and decision-makers. Finally, the STPL will identify and influence partnership and funding opportunities for RTRC. The STPL will: (i) develop capture campaign strategies aligned to USG agency needs and RTRC capabilities; (ii) create and maintain potential USG customers; and, (iii) inform internal RTRC investments to create discriminating technologies that are responsive to USG agency needs. The STPL will coordinate interaction with USG agencies across RTRC and with RTX Business Units, facilitate in-depth discussions and partnerships with suitable partners and proposal team members, and guide proposal teams on campaign deliverables. The STPL will be responsible for multiple external customers (5-10 USG agencies) and $15-20 million annual Customer Research and Development (CRAD) bookings. Ability to work onsite in East Hartford, CT approximately 2 weeks/month or as required. Willingness to travel frequently to engage USG customers is a must.

Requirements

  • University Degree or equivalent experience and minimum 12 years prior relevant experience, or an advanced Degree in a related field and minimum 10 years experience
  • Proven direct USG S&T agency work experience
  • Ability to relate USG agency challenges and needs to groundbreaking R&D developments.
  • Extensive existing connections with research leaders across USG agencies, industry and academic institutions.
  • Ability to translate existing relationships into compelling teaming arrangements to meet USG agency needs with the broad technical community.
  • Proven ability to build collaborative and multi-disciplinary teams to address challenging customer needs.
  • Self-starting ability to lead concept formulation and marketing activities.
  • Ability to balance multiple tasks.
  • Ability to coordinate with multiple business functions to deliver compelling proposals.
  • Strong customer communication skills with the ability influence internal and external parties to accept concepts and approaches.
  • U.S. citizenship is required.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • Active and existing security clearance required after day 1.

Nice To Haves

  • Prior working experience at USG agencies, specifically working experience managing R&D programs.
  • Hold a SECRET or TOP SECRET/SCI clearance.
  • Strong technical and professional collaboration skills.
  • Ability to communicate and coordinate with senior executive leadership both internally and externally.
  • Business development expertise with USG agencies is a plus.
  • Aware of key players and leading research entities that are relevant to RTRC’s major research areas.
  • Capable of rapid understanding of RTX technology priorities, roadmaps and investments.
