About The Position

Homebridge serves a high risk, high needs, complex-diagnosed population with a combination of domestic, personal, and paramedical homecare functions funded through IHSS. Our work allows an often-underserved population to live safely in their community. Homebridge offers a dynamic, fast-paced work environment with 350+ unionized field workers and 90+ internal office staff. The Associate Director of Home Care supports the Director of Home Care in the day-to-day operations, quality, and efficiency of Homebridge home care services. This position provides operational leadership to assigned programs and teams, monitors service delivery and performance, and helps ensure that services are delivered in accordance with Homebridge policies, procedures, contract requirements, and the agency’s mission and resources.

Requirements

  • Proven experience managing programs, teams, and complex operations, with a focus on data-driven decision-making, performance goals, and measurable outcomes.
  • Strong program and project management skills, including evaluating operations, coordinating multi-faceted projects, implementing improvements, and tracking results.
  • Proven ability to recruit, hire, develop, coach, retrain, and empower individuals and teams to increase responsibility, performance, and accountability.
  • Excellent communication, organization, planning, and problem-solving skills, with the ability to prioritize, work under pressure, resolve complex issues, and meet deadlines.
  • Ability to understand financial reports, monitor resources, establish goals, evaluate outcomes, and effectively use Microsoft Office, Excel, and database management software.
  • Bachelor’s degree in social work, business management, public administration, or a related field; equivalent relevant experience may be considered.
  • Minimum of 3 years of progressively responsible experience in program operations, supervision, or management, preferably within a social service setting.
  • Experience managing complex programs and operations, including scheduling, resource allocation, capacity management, and quality assurance.
  • Experience managing government-funded programs, contracts, compliance requirements, reporting, and customer service/customer relationship management models.
  • Demonstrated experience taking on increasing levels of responsibility and successfully leading teams, programs, and operational initiatives.

Nice To Haves

  • Master’s degree related field preferred.
  • Experience working with older adults, adults with disabilities, and/or medically complex populations is highly desirable.

Responsibilities

  • Develops and supports a cohesive, collaborative, and effective team that is focused on meeting the needs of clients and maintaining a strong caregiver workforce.
  • Develops a deeply collaborative and highly productive working relationship with other department leaders, ensuring seamless, high-quality operations of the agency’s services and operations.
  • Supports agency planning and operational planning for assigned programs, recommending projects and resource needs to the Director of Home Care.
  • Identifies and implements management practices that support a high-performing, client services, focused culture.
  • Supports program success by monitoring outcomes and productivity standards for assigned areas and escalating performance concerns.
  • Supports teams in meeting contractual and program goals for assigned areas by modifying outcomes with shifting needs of the program’s success.
  • Implements established performance goals and uses data to monitor team and program performance.
  • Ensures continual assessment of the quality and volume of services delivered, reviewing data and developing reports on all aspects of the program’s functions.
  • Creates and implements systems and structures that ensure efficient, effective, and quality operations.
  • Communicates clearly and regularly all program and contractual requirements, policies, procedures, etc. to staff.
  • Identifies and evaluates risks associated with program’s activities and takes appropriate actions to control the risks.
  • Analyzes trends in the programs, identifying issues and developing and recommending solutions to leadership.
  • Supports compliance with In-Home Supportive Services, DAS, Human Services Agency, City and County of San Francisco requirements, and other applicable funder requirements.
  • Works with staff to implement established performance measures and support consistent evaluation and goal setting.
  • Ensures that new employees are trained in policies and procedures for their function.
  • Coaches staff and supports professional development and growth opportunities.
  • Ensures compliance with all mandatory reporting conditions required by program contracts.
  • Ad hoc projects/assignments/program items assigned by either the Director of Home Care or other executive team members.
