About The Position

LAHSA is leading the fight against homelessness in LA County. This position has responsibility for a broad range of activities related to the implementation and operation of computerized data collection system for the Los Angeles Continuum of Care (LA CoC) and is also responsible for LAHSA’s network, telecommunication and office systems infrastructure. The Associate Director plans, coordinates, administers and directs the activities of a professional and technical staff engaged in the administration of a large advanced technological system in the analysis, design, programming and implementation of management information systems in support of administrative and operating management requirements related to the LA CoC; or, in the collection, processing, and distribution of information resources through end-user computing, office systems, and information resource management; and performs related duties. Additionally, this role will provide oversight, administration, and coordination of the following activities: acquisition and management of LAHSA-owned properties, LAHSA-leased properties and LAHSA-funded properties, facilities and fleet management and other property-related items as it pertains to building management for office space, and employee space. Moreover, this position is responsible for the management and leadership of the organization’s operations and IT infrastructure, in support of the mission to end homelessness in LA County.

Requirements

  • Experience with relational database management and database administration, with attention to confidentiality issues
  • Ability to translate between agency information needs, and database, software, and hardware structure and functional requirements
  • Troubleshoot and resolve software and hardware problems spontaneously
  • Excellent skills in qualitative and quantitative analysis and strategic planning
  • Interdepartmental or interagency database networking experience strongly desired
  • Familiarity with the Health Insurance Portability and Accountability Act (HIPAA) highly desirable
  • Knowledge of local, state, and federal legal and regulatory requirements relative to the acquisition, creation, development, rehabilitation, and preservation of housing and/or other built spaces in which services for persons experiencing homelessness and/or formerly homeless persons are operated and provided (including relevant land use, zoning, and permitting requirements; life, health, and safety requirements; ADA/ADAA requirements)
  • Detailed understanding of operational priorities, asset management, facilities operations, fleet management, and property management

  • Develop external reporting tools to communicate the progress of LAHSA’s work and the work of its partner agencies to LAHSA’s Commission, its funders (from the city, county, state, and federal level) and to the public.
  • Strong knowledge of the social services field and/or successful management and implementation of public programs in the non-profit, government, or private sector.
  • Ability to manage multiple projects simultaneously.
  • B.A. (or educational equivalent) from an accredited college or university.
  • Minimum Five (5) years’ of progressively more responsible experience in the Information Technology field.
  • The qualified applicant will know Microsoft Windows, Office, Access and Project, Internet and Crystal Reports and have experience in large-scale system development and management, web-based software development, and staff supervision.
  • Two years of full-time paid experience as an Information Systems Manager or in a class at least at that level managing a group of employees engaged in systems analysis, design, development or operation of computer-based information systems is required for the Assistant Director IT & Operations.
  • Any combination of extensive and applicable work experience and educational credentials performing the above duties successfully.
  • Proven professional experience and/or educational background, as it relates to the position.

Responsibilities

  • Prepare reports for senior management by collecting, analyzing, and summarizing data on business factors, upon request.
  • Develops presentations and effectively presents at City, County, and LAHSA commission meetings when necessary.
  • Provide organizational management of IT and Operations team.
  • Manage vendor contracts as assigned by Deputy Chief of Operations.
  • Exercise considerable independent judgment in solving administrative and technical problems within the Operations Division.
  • Advise the Deputy Chief Operations Officer on project feasibility, optimum utilization of personnel and equipment, resources and other specialized technical.
  • Provide staff leadership, supervision, and direction to staff members.
  • Assess and coordinate staff development activities.
  • Supervision of Operations and IT staff, including scheduling, work planning, training, quality assurance activities, and personnel actions.
  • Responsible for staff hiring, supervision and performance evaluations.
  • Coordinate and collaborate with software vendors for LAHSA internal operations.
  • Provide technical and user support for software, including agency account set-up, system monitoring and testing, problem diagnosis and resolution, routine software and information maintenance.
  • Provide support by phone, e-mail or at client site when necessary.
  • Support interagency use of system and documents system best practices for dissemination.
  • Develop vendor contracts.
  • Develop and implement plans to install necessary IT software, hardware, and equipment at homeless agencies throughout the Los Angeles CoC.
  • Oversee all-related information and technology files, records and documents.
  • Perform other duties and special projects as assigned.
  • Manages the operation of large scale, electronic data processing for LAHSA.
  • Confers with management in the selection, enhancement and modification of electronic data processing equipment and supervisory software to support operating needs.
  • Provides technical direction in the data processing field, including systems, applications and operations activities.
  • Exercises sound administrative judgment, fiscal responsibility, originality, and initiative in the development of new methods and procedures and in the solution of difficult problems.
  • Oversight, development and implementation of agency-wide operational policies and procedures including but not limited to asset management and vehicle fleet oversight.
  • Manage daily operations of the department, including inventory management of furniture, fixtures, and equipment (FF&E) and other supplies received and distributed.
  • Direct all fleet activities, including but not limited to the purchase/lease, cleaning & maintenance, mileage logs, and ensuring adherence to all related company policies and procedures.
  • Participate and support the design of capital development activities (acquisition, development, and/or rehabilitation of property), development of RFPs (request for proposal), and evaluation of proposals submitted for funding.
  • Oversee and implement department Continuity of Operations Plan in the event of a disaster/emergency.
  • Establish working relationships with operational vendors, funders, elected offices, stakeholders, community partners, and service providers
  • Oversees day to day operations across assigned division or department (dependent upon Chief and Deputy Chief structure)
  • Ensure compliance with applicable federal, state, and local laws, regulations, and agency mandates
  • Monitor and evaluate program performance, fiscal performance, or other key performance indicators for the department using data-driven metrics and outcome measures
  • Foster a collaborative, inclusive, and high-performance organizational culture
  • Oversee workforce planning, recruitment, onboarding, and professional development activities
  • Address personnel matters including performance improvement, disciplinary actions, and conflict resolution in accordance with LAHSA's policies
  • Represents LAHSA in designated public spaces as required by the Director and Deputy Chief
  • Report the status of projects that are within the scope of their department directly to their director or executive leadership as aligned with the department structure and cross-department work flows necessary to complete projects
  • Updates and develops policy and procedures for the department and provides to appropriate Director or Deputy Chief for final approval
  • Prepares reports, communications, presentations for the department as directed
  • Creates operational workflows to minimize detrimental timing impacts to homeless service providers, people experiencing homelessness, governing bodies, and others as directed
