About The Position

The New York City Department of Design and Construction seeks an experienced, strategic, and forward-thinking Associate Commissioner for its Safety & Site Support (SSS) Division. Reporting directly to the Deputy Commissioner, the position provides leadership and strategic oversight of the Division’s technical, operational, regulatory, and administrative functions, with wide latitude for independent judgment and decision-making. The Associate Commissioner oversees technical services including environmental compliance, land surveying, construction safety, quality assurance, hazardous materials, and geotechnical activities. The role coordinates SSS support for major DDC and City capital programs, including the Borough-Based Jails Program, Design-build, and CM-build projects. The position also leads interagency coordination on regulatory compliance and permitting; oversees budgets and Key Performance Indicators; manages emergency projects; and implements process improvements to mitigate risks and support timely project delivery. The Associate Commissioner advises executive leadership on procurement strategies, process assessments and improvements, risk allocation, and implementation approaches. The position collaborates with DDC’s ACCO, Law Division, Public Buildings Division, Infrastructure Division, Project Controls, and Budget Unit to support program effectiveness and long-term sustainability. The role aligns Division operations with agency priorities, represents SSS at senior-level meetings, and oversees a multidisciplinary workforce of executive directors, licensed professionals, project managers, technical specialists, and administrative personnel while promoting professional development and succession planning.
