About The Position

The City of Elk Grove is seeking an Associate Civil Engineer/Senior Civil Engineer to join the Community Development Department's Development Engineering Division. This role involves reviewing private development applications throughout the entire process, from planning and entitlements to improvement plan review, permitting, and construction. Essential for this position is familiarity with the Subdivision Map Act, including the processing of Tentative Maps, Final Maps, Parcel Maps, and improvement plans. The ideal candidate will possess extensive experience with development processing, covering residential subdivisions, multifamily developments, and various commercial, office, and industrial projects. Beyond a strong background in general civil site design, the candidate should understand traffic and drainage engineering principles to support reviews by City staff or consultants. The role requires in-depth knowledge of engineering and development principles, coupled with a strong customer-centered approach. The candidate should be an innovative problem solver, adept at managing competing interests and collaborating effectively with applicants, City departments, outside agencies, and service providers to resolve issues. Excellent time and project management skills are crucial for timely application reviews and responsive communication. Prior experience in private development, either as a project engineer or within a local agency, is highly desirable.

Requirements

  • A bachelor's degree from an accredited college or university with major coursework in engineering or a related field.
  • Three (3) years of increasingly responsible engineering experience equivalent to an Assistant Engineer with the City of Elk Grove (for Associate Civil Engineer).
  • Five (5) years increasingly responsible professional civil engineering experience (for Senior Civil Engineer).
  • Possession of a valid registration as a Professional Civil Engineer issued by the State of California.
  • If a registered Professional Civil Engineer in another state, the ability to obtain registration as a Professional Civil Engineer in the State of California within one (1) year of appointment.
  • Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver’s license. This requirement may be waived for individuals who are unable to obtain a driver’s license due to a disability.
  • Knowledge of civil engineering principles and practices applied to the field of municipal public works or private development, including planning and development, design, construction, operation and maintenance.
  • Knowledge of principles and practices of project budgeting, cost estimation, funding, project management, and contract negotiation and administration.
  • Knowledge of methods, materials, and techniques used in building construction.
  • Knowledge of general design, layout, and construction practices for public improvements such as storm drain, street improvements, traffic signals, public works facilities, and building structures.
  • Knowledge of engineering plan types, review practices, and permit filing and approval procedures.
  • Knowledge of principles of advanced mathematics and their application to engineering work.

Responsibilities

  • Reviews progress and/or inspects assigned construction projects for compliance with plans and specifications including resolving constructability problems and issues.
  • Coordinates assigned projects and activities with other City departments, local jurisdictions and agencies, and regional, state, and federal agencies.
  • Researches, analyzes, and reviews legislative proposals and new code requirements, construction methods, building materials, and plan review criteria; develops recommendations for policy and procedure changes and implements upon approval.
  • Confers with developers, engineers, architects, and contractors and other City staff in acquiring information and coordinating engineering matters; provides information regarding City project requirements and City policies, procedures, codes, and ordinances.
  • Participates in the Standards Review Committee; meets with City staff and management to review, revise and update City standards and documents related to Engineering.
  • Performs field inspections; provides information and assistance to staff and the public to address and correct any issues or areas of concern; addresses and resolves discrepancies between plans and field conditions; and ensures the adequacy and safety of structures.
  • Prepares and presents technical project and staff reports to various committees, commissions, and at public meetings and hearings; prepares a variety of written reports, memoranda, and correspondence; ensures the proper documentation of projects and activities; coordinates maintenance and update of project information.

  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff performing professional and paraprofessional office and field civil engineering duties; assumes responsibility for the workflow of an assigned work unit by making work assignments, ensuring that work is consistent with quality standards, and timeline expectations are met.
  • Performs the more complex work assignments for the classification series for which there are little or no directly related policies, procedures, or past practice which requires the exercise of independent judgment and discretion in establishing work plans, identifying resources, and completing assignments.
  • Provides input for personnel decisions such as performance evaluations, promotions, hiring, and disciplinary actions.
  • Provides direction for assigned projects including preparing or supervising the preparation of preliminary and final designs and specifications, developing requests for proposals and scopes of work, cost estimates, change orders, work plans, budgets, schedules, and baseline requirements, and contract negotiations and management.
  • Serves as a staff liaison to City commissions, boards, and committees on engineering matters; represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
