About The Position

ProSidian seeks an Associate Buyer | Supply Chain Management — Buyer (SCM-Buyer) for Program Support on a SCA – Service Contract Act / Service Contract Labor Standards (SCLS) Basis for Working On-Site (Client Site) in The Southeast | South Atlantic | CONUS Area (Aiken, South Carolina). This role is contract contingent and generally located across the Aiken, South Carolina region, supporting a high-hazard nuclear cleanup environment requiring disciplined staffing, safety, quality, security, and regulatory compliance. The role is aligned with the GSA Labor Category: Business Analyst and is principally focused on ProSidian Strategic Resourcing and Professional Staff Augmentation for Supply Chain Management — Buyer (SCM-Buyer) Solutions and Services. We seek candidates with relevant Nuclear And Environmental Management Sector Experience to support professional services engagement for clients such as SRMC. This is a Contract Contingent or Contract W-2 (IRS-1099) position, but ProSidian reserves the right to convert it to a Full-Time ProSidian employed W-2 Position. The Associate Buyer will provide services and support aligned with the Supply Chain Management — Buyer (SCM-Buyer) Functional Area / Swim Lane / Category Discipline in the Nuclear And Environmental Management Industry Sector. This role focuses on Human Capital | Project Management | Engineering | Environmental | Compliance | Risk Management | IT Effectiveness | Business Process | Training Knowledge Management Solutions for clients such as Savannah River Mission Completion, LLC (SRMC) | SRMC Supply Chain / Procurement supporting the Liquid Waste Program. The Associate Buyer will provide Supply Chain Management — Buyer (SCM-Buyer) Services and Solutions as a ProSidian Engagement Team Member, supporting strategic procurement activities through planning, analysis, coordination, documentation, compliance, quality assurance, and stakeholder support. The goal is to secure the right goods and services at the best value through fair competition, disciplined sourcing, and compliant purchasing.

Requirements

  • Bachelor's degree from an accredited university OR; Associate’s degree and 2+ years of related experience OR; High School Diploma/GED and 4+ years of related experience
  • US Citizen
  • Nuclear And Environmental Management Sector Experience
  • Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives
  • Solicitation development; bid analysis; negotiations; purchase orders; supplier qualification; terms and conditions; price analysis; procurement systems
  • Integrity; commercial judgment; fair competition; risk awareness; negotiation; stakeholder service; documentation

Nice To Haves

  • Bachelor’s degree in Supply Chain Management
  • Membership with National Contract Management Association (NCMA) is highly recommended.

Responsibilities

  • Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take necessary steps to stop work if continuing the activity is unsafe or will create and unsafe condition.
  • Provides support in the development of scopes of work, preparation of vendor lists, solicitation of bids, analysis of cost data, subcontract placement, and administration.
  • Solicits, negotiates, places, and administers fixed priced subcontracts (blanket order), for various off-the-shelf products/commodities and staff augmentation services following prescribed procedures.
  • Reviews/verifies adequacy of sole source justifications and develops alternative solutions for those which are denied.
  • Participates in development of Technical Specifications/Requirements.
  • Performs pre-procurement planning, prepares solicitation documents, and processes requests for quotations/proposals.
  • Evaluates proposals to verify compliance with requirements of the solicitation and performs price analysis to ensure pricing is fair and reasonable.
  • Resolves exceptions to solicitation terms and conditions.
  • Establishes controls for safeguarding supplier pricing information.
  • Executes order placement, issues purchase orders or subcontract documents, and files documentation.
  • Researches and maintains reliable cost competitive sources of suppliers.
  • Coordinates purchase order activity between Field Procurement Engineering (FPE), Receiving, Accounts Payable, Quality Assurance, supplier, and end user. (Resolves questionable items with requester and/or purchasing management.)
  • Administers existing purchase orders/subcontracts including the review of invoices to ensure 100% compliance to terms and conditions for invoice processing.
  • Participates in coordination of specific training presentations.
  • Prepares special analytical reports for Management.
  • Other duties as assigned.
