About The Position

The City of Jackson is seeking an Assistant Water Treatment Plant Supervisor to work under the direction of the Water Treatment Plant Supervisor. This role involves the operation and maintenance of the water treatment plant and associated equipment and facilities, focusing on the purification of raw water and pumping of finished water to the distribution system. The position provides technical supervision and consultation to subordinates, ensuring compliance with departmental policies and procedures for operational and maintenance issues. The role also involves assisting with the supervision of operations, maintenance, and repair of water production, treatment, and storage equipment and facilities, coordinating various plant activities, and inspecting operations for adherence to standards. The position reports to the Director of Public Works, who reviews work for technical compliance and established standards.

Requirements

  • Must possess a valid State of Michigan F-2 license.
  • Must possess a valid Michigan driver’s license.
  • Two years of college in the science field and one year of supervisory experience, OR any equivalent combination of education and experience.
  • Some experience in filtration and softening, plant; industry; resourcefulness; good judgement; initiative and dependability.
  • Ability to read, write, speak and understand the English language as necessary for their position.
  • Ability to follow written and oral instructions.
  • Ability to get along with other employees and members of the public.
  • Possess and maintain a record of orderly law-abiding citizenship, sobriety, integrity and loyalty as it pertains to and reflects upon their employment with the City.
  • Must be physically and mentally able to perform the essential duties of their position without excessive absences.

Responsibilities

  • Review Monthly Operating Report before submission to EGLE.
  • Create bid documents and manage contracts for the purchase of bulk chemicals for water treatment.
  • Manage the Water Utility Supervisors work schedule, making changes as needed.
  • Review Operations payroll/timekeeping.
  • Develop agreements for and manage contract services.
  • Make and participate in decisions relating to the water treatment process.
  • Maintain and exceed regulatory compliance; plan for treatment and distribution process optimization to provide water of higher quality; plan for future regulations.
  • Assess water treatment processes, conditions of critical equipment and confirm compliance with all state and federal regulations.
  • Develop/review written and verbal reports of current operations and system.
  • Investigate problems or irregularities in the water treatment process; identify causes, determine proper remedies and direct appropriate action to correct the situation.
  • Oversee residuals management processes and contract services.
  • Assist in the identification and development of capital investments and maintenance projects needed to meet reliability objectives, regulatory requirements and customer demands for water.
  • Participate in the selection of staff; respond to union employee grievances and concerns; coach and mentor employees; identify employee development and training requirements.
  • Lead emergency response team and oversee the emergency action plan for the water treatment plant.
  • Lead water treatment plant Safety Team.
  • Work closely with other internal units such as System Planning, Public Services, Engineering, and various support services to ensure proper coordination of activities.
  • Provide on-call support and response to the water treatment plant outside of normal business hours.
  • Assist in the start-up of new water treatment processes.
  • Investigate and resolve customer concerns and complaints concerning water quality and pressure.
  • Participate in the Development Review Committee to protect the water distribution system from inappropriate construction.
  • Evaluate opportunities for continuous improvement in the delivery of services to customers.
  • In emergency situations, performs operational duties inside and outside of plant to ensure safety of employees and City’s water supply.
  • Perform other duties as assigned.
