This position is highly responsible for the professional, technical, supervisory, and administrative work in the Engineering Division of Public Works. This position provides direct support to the Village Engineer and assists in the supervision, coordination, and development of the Engineering Division staff. The Assistant Village Engineer provides day-to-day technical support across both infrastructure engineering and development engineering review processes, with particular emphasis on stormwater management, drainage and regulatory compliance. The position requires the ability to manage multiple priorities and exercise independent technical judgement on routine matters while escalating complex or high-impact issues to the Village Engineer. The Assistant Village Engineer reports to the Village Engineer and may provide day-to-day work directing to Village employees, seasonal employees, interns, and contracted employees assigned to specific projects. Serves as Village Engineer in their absence. Administers Department policies and procedures within the department. Reviews plans, plats, drainage studies, stormwater reports, specifications, and supporting calculations submitted by developers, engineers, and architects for private developments for compliance with Village ordinances, development standards, and applicable codes; serves as the primary technical reviewer for routine and smaller-scale submittals and assists the Village Engineer on larger or more complex ones. Assists in the planning, evaluation, design review, and administration of public works improvement projects, including streets, water distribution, sanitary and storm sewer systems, sidewalks, and drainage structures; assists in preparation of the Village's long-range Capital Improvement Program (CIP), including project scheduling, cost estimating, and progress tracking. Prepares and reviews specifications, bid documents, and cost estimates for Village infrastructure projects; provides technical direction to consultants and staff during design and construction; provides review comments and correspondence for development submittals; tracks projects through bidding, review, and construction to ensure timely progress. Assists with and coordinates field inspections and construction observation on both public infrastructure projects and public improvements built as part of private developments, to verify conformance with approved plans, specifications, and Village standards prior to acceptance or final sign-off. Assists in the preparation and administration of State and Federal grant and loan programs, including the Village's Motor Fuel Tax (MFT) program; supports grant applications, funding agreements, documentation and reporting in accordance with applicable grant and loan requirements. Coordinates with utility companies and outside agencies (e.g., MWRD, Cook County Highway Department, Lake County DOT and Stormwater Management Commission, IDOT, IEPA, U.S. Army Corps of Engineers) on infrastructure and development project matters. Serves as a liaison between the Engineering Division and other Village departments (e.g., Community Development/Planning & Zoning, Building & Code Enforcement, Fire Prevention, Water/Utility Operations), including participating in interdepartmental review meetings, to coordinate the progression of development and infrastructure projects through review, permitting, and inspection and to resolve scheduling or requirement conflicts. Monitors the status of employee assignments, consultant assignments, and construction projects. Implement corrective measures as required or necessary. Provides supervisory oversight and management for engineering staff, including performance evaluations, disciplinary measures, work accuracy, and alignment with department and Village policies and practices. Assists in preparing technical summaries and recommendations for the Village Engineer's presentations to the Plan and Zoning Commission and Village Board and may serve as a day-to-day point of contact for developers, contractors, and residents on routine engineering questions and Village procedures. Performs related work as required.
