About The Position

This is specialized supervisory work assisting the Coordinator of Victim Services with the day-to-day administration of the Victim Services Unit. The work involves planning, implementing, delivery and evaluation of a comprehensive service within the community. This position works in partnership with the RCMP to provide Crisis Intervention, information, assistance and support both in-person and on the telephone to victims of a variety of trauma cases as mandated by the Provincial Victims of Crime Act.

Requirements

• Knowledge of the City of Richmond’s policies, practices and procedures.
• Knowledge of Criminal Law and Civil Law as it relates to the position.
• Knowledge of the Criminal Justice System in order to converse with Crown Prosecutors and Crown Administration on cases.
• Knowledge of the Criminal Justice System and Court room proceedings and terminology.
• Knowledge of the objectives and procedures related to the Community Engagement Team/Victim Services Section.
• Ability to apply training to identify and estimate the risk level of trauma victims, provide support and access the appropriate referral agencies.
• Ability to communicate technical and specialized information effectively and customize communication as appropriate to the audience.
• Ability to maintain effective working relationships with a variety of internal and external contacts.
• Ability to work in a fast paced environment and demonstrate flexibility to adjusting workload changes.
• Ability to monitor and review files and correspondence for accuracy, completeness and conformance to established policies and procedures.
• Ability to organize and maintain files, records and statistics.
• Skill in the operation of equipment used in the work and software programs such as MS Office (Word, Excel, Outlook), VSIS RCMP client data base, Police Record System (PRIME), Criminal Justice Computer System (JUSTIN) and REDMS or similar records management system.
• Ability to obtain and maintain RCMP security clearance.
• Completion of Grade 12 and one (1) year of post secondary course work in Victim Services or other related field supplemented by a minimum of one year related experience, preferably in a municipal environment OR equivalent combination of training and experience may be considered.
• Valid Class 5 Drivers Licence for the Province of British Columbia with a safe driving record.

Nice To Haves

• RCMP police based victim services operational experience would be considered an asset.
• Experience working with the new 2015 version of the VSIS RCMP client data base would be considered an asset.
• Knowledge and experience in mass casualty emergency responses and how victim services fits into the scheme of a multi agency response would be an asset.
• Knowledge of and experience working with integrated community response teams for cases of high risk IPV files would be an asset.

Responsibilities

• Provide emotional support and factual information to victims of trauma.
• Assess client short and long term safety needs.
• Liaise with a variety of internal and external contacts including the client, Crown Counsel and RCMP Members regarding the status of investigations.
• Accompany victims to Court and explaining the criminal justice system.
• Manage case load by providing support and follow-up to clients
• Access PRIME for client information and JUSTIN to retrieve court information.
• Prepare written and statistical reports on VSIS data base to meet RCMP standards.
• Assisting in quality assurance through verifying the accuracy of other team members file work.
• Provide mentorship, direction and training to paid crisis workers in the office or in the field.
