About The Position

Volunteers of America–Greater New York (VOA‑GNY) is seeking a mission‑driven, strategic, innovative, and compassionate leader to serve as Assistant Vice President (AVP) for New Jersey Programs. This role oversees a diverse portfolio of behavioral health, supportive housing, and youth residential services across the region. The AVP is responsible for driving growth, strengthening service quality, and ensuring alignment with the organization’s mission, strategic plan, and agency‑wide priorities. This is a pivotal leadership role for an experienced human services executive who thrives in complex environments, leads with emotional intelligence, and is energized by expanding high‑quality programs that help individuals and families achieve stability, wellness, and independence. VOA‑GNY’s New Jersey portfolio includes Behavioral Health Housing Programs, Youth Residential Programs, and community‑based and supportive services. The AVP will play a central role in expanding services, strengthening program quality, and ensuring excellence, compassion, and accountability across all sites. The Assistant Vice President is responsible for the leadership, management, and growth of VOA‑GNY’s New Jersey service programs, including oversight of operations, staff leadership, fiscal management, regulatory compliance, community partnerships, and strategic development. This role leads a team of program directors and managers, stewards multimillion‑dollar budgets, and collaborates with government partners, funders, and community stakeholders. It is ideal for a leader skilled at managing multiple programs, navigating behavioral health, youth services, and supportive housing, building new programs, leading people thoughtfully, representing the organization effectively, and excelling at building systems and partnerships.

Requirements

  • Master’s degree in a social science, public administration, human services, or related field.
  • At least five years of relevant leadership experience in human services, behavioral health, supportive housing, youth services, or related fields.
  • Demonstrated ability to manage multiple programs serving diverse client populations.
  • Strong understanding of New Jersey behavioral health systems, supportive housing models, Medicaid/managed care, and relevant regulatory frameworks.
  • Experience with budget development and oversight, program evaluation, personnel management, and regulatory compliance.
  • Strong skills in public relations, government relations, and community engagement.
  • Supervisory experience required.

Responsibilities

  • Lead strategic planning efforts within New Jersey to ensure alignment with the agency’s overall mission, values, and long‑term goals.
  • Translate portfolio strategy into concrete operating plans that ensures alignment in service delivery models, policies, and performance expectations.
  • Identify emerging trends, community needs, and policy changes to proactively position New Jersey for growth and innovation.
  • Develop, expand, and market program services aligned with organizational goals and community needs.
  • Ensure high‑quality, trauma‑informed, cost‑effective services across all NJ programs.
  • Evaluate program performance and implement continuous improvement strategies.
  • Recruit, supervise, develop, and retain qualified personnel.
  • Foster a culture of collaboration, accountability, and professional growth.
  • Manage program budgets, ensuring financial stability and compliance.
  • Oversee program facilities and ensure they meet the highest standards of safety and quality.
  • Maintain strong relationships with local governments, licensing bodies, and funding agencies.
  • Represent VOA‑GNY in community forums, partnerships, and advocacy efforts.
  • Ensure all programs operate within VOA‑GNY policies, procedures, and mission.
  • Implement systems for continuous quality improvement, including data‑driven performance monitoring and outcome evaluation.
  • Perform additional leadership responsibilities as assigned.
