About The Position

WSP USA, Inc. (WSP) is looking for an Assistant Vice President in Transportation Planning for our Advisory & Planning business in Seattle. We are looking for a motivated, highly skilled, and experienced transportation focused data scientist with a focus in the transportation industry, specifically in travel demand, traffic operations, safety and transit. This position is expected to provide subject matter expertise as well as be a client advisor, staff manager, and pursuit and project manager on Washington projects and programs. This position will work closely with planning, environmental, civil, and transit/rail staff across WSP to research, analyze, document and present data and information related to various types of transportation projects across Washington State.

Requirements

  • A minimum 10 years of progressively responsible experience in transportation planning, data analysis, and/or policy work.
  • The successful candidate will have worked on and led projects similar to those described above, overseeing the work of others successfully and/or managing staff
  • A Bachelor’s degree in Transportation Planning, data analysis. Urban Planning, Civil Engineering, or a related field.
  • Certification or professional registration in engineering (PE) or planning (AICP)
  • Ability to develop coordinated business and technical strategy with others as well as develop and manage high quality technical and professional deliverables on projects and proposals.
  • Experience with project administration and project management in the transportation sector.
  • Possess strong communication skills, a high level of energy, enthusiasm, and positive attitude
  • Proficiency with the transportation project development cycle, specifically all elements of planning.
  • Good computer skills, including proficiency in Microsoft Office programs including Outlook, Word, Excel, and PowerPoint are necessary. Experience with MicroStation and/or GIS programs is highly desirable.
  • Ability to effectively present and communicate ideas orally and in written form and excellent writing skills are required. The successful candidate may be requested to provide prior samples.
  • Ability to work in the United States, and possession of a valid driver’s license is required.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • Occasional travel may be required depending on project-specific requirements.

Nice To Haves

  • Master’s Degree in Civil Engineering or Transportation Planning
  • History and experience with Washington State and Puget Sound Region transportation data and resources
  • Experience with Washington State Department of Transportation.
  • Experience with Washington State Metropolitan Planning Organizations – e.g. Puget Sound Regional Council, Skagit Council of Governments.

Responsibilities

  • Oversee and guide the appropriate use of a range of transportation data sources, topographic maps, transportation related data including speed, origin/destination pathways, demand, crash history, and modal data. This data coupled with aerial photographs, GPS data, and other visualization tools to support evaluation and assessments of meaningful comparisons/contrasts and support assessment of impacts.
  • Lead larger-scale more complex transportation planning projects ensuring contributors know what they are required to do and by when, preparing and overseeing relevant project budgets, monitoring external events, tracking hours and expenses, ensuring profitability and satisfactory performance, and supervising subcontractors, contract work, and employees.
  • Responsible for supporting and guiding data and analysis focused teams as well leading multi-disciplinary project teams in various phases of delivery of siting, impact assessment, approval and permitting for assigned business sector projects, as well as transportation planning and management projects.
  • Actively foster compliance with applicable Federal, State, and Local Agency laws, policies, and regulatory requirements.
  • Support the overall long-term strategy, growth, and pipeline development of Transportation Planning work for WSP in data analytics, multimodal and complete streets planning, safety planning, transit planning, and traffic operations with a focus on opportunities in all disciplines (planning, design, and systems planning).
  • Perform professional transportation planning work and conduct investigations, inspections, studies, and surveys to gain further information on a particular problem or issue, verify site characteristics, and/or to plan for future needs affecting equitable development, construction, transportation demand management, mobility planning, and multimodal access.
  • Lead technical aspects of contract negotiation, presentations, and meetings.
  • Guide technical staff and oversee quality of products.
  • Interpret and summarize data, including reports and documents that result in sound planning and regulatory conclusions to minimize impacts to the community, population, local economy, and environment.
