About The Position

This role involves managing projects related to CMHA's strategy for acquiring market-rate, mixed-income, and affordable multifamily real estate. It also includes managing projects for developing new affordable housing and rehabilitating existing affordable housing, potentially involving partnerships and Low-Income Housing Tax Credits (LIHTC). The position also contributes to strategic planning, policy analysis, and supervision of assigned employees.

Requirements

  • Possession of a Bachelor’s degree from an accredited college or university in Business, Public Administration, or other related field.
  • Seven (7) or more years of related experience and/or training in a senior management position, affordable, mixed-income, and market-rate multifamily real estate development.
  • Any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities.
  • Knowledge of 9% and 4% LIHTC program requirements.
  • Knowledge of HUD affordable housing programs and requirements.
  • Knowledge of federal government-backed mortgage financing.
  • Knowledge of general real estate development principals.
  • Knowledge of pro forma development and analysis.
  • Knowledge of project management.
  • Knowledge of government structure and process.
  • Knowledge of public administration.
  • Knowledge of state, federal, and local laws and/or regulations.
  • Knowledge of community resources and services.

Responsibilities

  • Manage projects that are part of CMHA’s strategy to acquire market-rate, mixed-income, and affordable multifamily real estate.
  • Develop financial models and analysis of potential Acquisition Strategy properties.
  • Advise on letters of intent and purchase and sale agreements.
  • Participate in the selection of financing partners for Acquisition Strategy properties.
  • Collaborate on the closing process for properties.
  • Manage projects that are part of CMHA’s strategies to develop new affordable housing and rehab existing affordable housing.
  • Develop financial models and analysis of potential Development and Rehab Strategy properties.
  • Advise on partnership opportunities.
  • Manage the LIHTC application process.
  • Participate in advocacy and communications strategies related to the projects.
  • Collaborate with legal counsel on the closing process for properties.
  • Work cross-functionally with other departments to monitor project progress through construction and stabilization, with a focus on budget adherence and compliance.
  • Participate in strategic and long-term planning for the Planning & Development office.
  • Develop proposals for the executive team regarding CMHA’s mission.
  • Provide analysis on federal, state, and local public policy issues related to CMHA’s strategies.
  • Assist with managing and supervising all assigned employees.
  • Attends meetings and serves on committees, as directed.
  • Attends training and seminars, as directed.
  • Demonstrates regular and predictable attendance.
  • Maintains required licensure and/or certification.
  • Meets all job safety requirements and all applicable OSHA safety standards.
  • Performs other related duties as assigned.
