About The Position

The Federal Reserve Bank of Philadelphia is seeking an Assistant Vice President to oversee the safety and soundness program for Third District state member banks and holding companies with total assets under $100 billion. This role also includes oversight of relevant savings and loan holding companies in the Second District. The position is accountable for the effectiveness and efficiency of supervisory events, issuance of all required deliverables, and ensuring compliance with Board supervisory policy and guidance. Responsibilities extend to examiner hiring, onboarding, education, and on-the-job training, as well as representing the Reserve Bank in various leadership groups such as the Community Banking Organizations Management Group (CBOMG) and the Regional Banking Organizations Management Group (RBOMG).

Requirements

  • Bachelor's Degree in a business-related discipline or equivalent work experience.
  • Master's degree preferred.
  • A minimum of 5 years' management experience preferred.
  • Executive level business acumen and leadership skills.
  • Exceptional interpersonal skills including written and verbal communication skills.

  • Must be able to provide work authorization to prove eligibility to work in the United States.
  • Must be a U.S. Citizen, U.S. National or U.S. permanent resident who either is not yet eligible to apply for naturalization or who has applied for naturalization within the requisite timeframe. Permanent residents must sign a declaration of intent to become a U.S. citizen when eligible and pursue a path to citizenship.

Responsibilities

  • Oversee the safety and soundness program for Third District state member banks and holding companies with total assets under $100 billion, including relevant savings and loan holding companies in the Second District.
  • Ensure all supervisory mandates and scheduled events are met, promoting risk-driven supervisory decisions supported by collaborative critical thinking and data.
  • Ensure timely event execution and compliance with local and System procedures, System guidance, and timely issuance of required deliverables.
  • Ensure staff receive consistent, comprehensive training as they progress to examiner commissioning and complete the Examiner Commissioning Program (ECP), and ensure compliance with Board-mandated examiner training requirements.
  • Support and coach staff, providing opportunities for ongoing development.
  • Implement and maintain efficient workflows supported by automated tools, sound business processes, and adequate, relevant skills.
  • Ensure adequate controls are deployed and regular quality control reviews are completed, reviewed, and any recurring weaknesses are addressed.
  • Oversee Board-issued policy and guidance reviews, implementation of any under $100 billion-relevant new or updated business processes, and tracking of all.
  • Maintain examiner resources based on portfolio demand, complexity, and risk.
  • Maintain a comprehensive hiring process that identifies qualified candidates and ensures the onboarding process is relevant and appropriately aligned with ECP education.
  • Act as a guide, coach, and mentor for direct reports; set and demonstrate unit tone and culture; promote strong leadership at all levels.
  • Attend Exit/Board of Director Meetings with senior management and board of directors.
  • Participate in supervisory outreach for the Reserve Bank and potentially the System, attending meetings in and out of District.
  • Drive results, change, and innovation.
  • Build and analyze metrics to measure success.
