About The Position

A skilled financial position responsible for assisting the Treasurer/Collector in financial administrative and analytical work relative to all receipts and disbursements of the Town’s large-scale budget. Acts as Treasurer/Collector in their absence. Assists Treasurer/Collector in the day-to-day operations of the Revenue Office, acts as a point of contact for the school and town department heads, and assumes additional duties in the absence of the Treasurer/Collector. Has some signatory authority. Assists Treasurer/Collector with payroll, vendor funding functions, wire transfers, and bank reconciliations. Serves as payroll administrator in their absence, provides payroll/benefit related information to employees, retirement boards, and banks. Assists the Payroll and Benefits Administrator with benefit processing, collections, and reconciliations as needed. Responsible for Tax Title takings and Tax Title accounts including maintaining accurate records, payoffs and redemptions; responds to requests for information from taxpayers, town officials and others on tax-related issues; assists with tax-related problems whether from taxpayers, banks, attorneys or tax services. Schedules and oversees acceptance of all commitments and creation of tax bills. Assists Treasurer/Collector with day-to-day duties including research and data collection for government reporting, audits, OPEB valuations, and public records requests for information. Responsible for the reconciliation and deposit of Treasurer receipts, posting to cash book and General Ledger. Researches and enters state and federal aid receipts, verifies accounts receivable balances to Collector. Performs similar or related work as required, directed or as situation dictates. Regular attendance at the workplace is required.

Requirements

  • Associate’s degree in business, finance, or related field.
  • Three years of business experience.
  • Must be bondable.
  • Ability to obtain certification as Certified Assistant Collector and Certified Assistant Treasurer through the Massachusetts Collector/Treasurer Association.
  • Knowledge of office practices and procedures.
  • Knowledge of basic accounting.
  • Knowledge of computer applications related to municipal financial functions and online banking.
  • Familiarity with town bylaws and relevant federal, state and local regulations.
  • Knowledge of the organization and operation of town departments.
  • Ability to establish and maintain effective and harmonious working relationships with town officials and School/Town departments, state agencies and the general public.
  • Ability to prepare financial reports and maintain detailed records.
  • Ability to communicate effectively in written and oral form.
  • Ability to prioritize multiple tasks and deal effectively with interruptions, often under considerable time pressure.
  • Excellent customer service, written and oral communication skills.
  • Aptitude for numbers and details.
  • Proficient computer skills.
