About The Position
The Special Prosecutions & Public Integrity Unit is a specialized division within the Prince George's County State's Attorney's Office responsible for investigating and prosecuting complex, sensitive, and high-profile criminal matters that require specialized legal expertise, extensive collaboration, and heightened prosecutorial discretion. The Public Integrity Team is dedicated to preserving public trust by investigating and prosecuting crimes involving public corruption, government misconduct, and law enforcement accountability. The Team reviews allegations of criminal conduct by elected and appointed officials, government employees, and law enforcement officers, ensuring cases are handled with fairness, impartiality, and transparency. The Special Prosecutions Team handles specialized criminal matters that often involve vulnerable victims, complex legal issues, multi-agency coordination, and cases requiring individualized prosecutorial strategies. ASAs within the Team frequently collaborate with local, state, and federal agencies, victim service providers, advocacy organizations, and community partners to ensure that victims receive comprehensive support as they pursue justice.
Requirements
- Demonstrate comprehensive knowledge of Maryland Criminal Law, the Maryland Rules of Criminal Procedure, the Maryland Rules of Evidence, constitutional law, and applicable statutes governing public corruption and official misconduct.
- Apply ethical prosecutorial standards and constitutional discovery obligations in all phases of criminal prosecution.
- Conduct advanced legal research, analysis, and persuasive legal writing.
- Effectively manage complex criminal investigations and prosecutions from charging through disposition.
- Prepare and litigate motions, evidentiary hearings, bench trials, and jury trials.
- Analyze extensive investigative files, digital evidence, forensic reports, and other complex case materials.
- Exercise sound prosecutorial discretion, critical thinking, and independent judgment in sensitive and high-profile matters.
- Maintain strict confidentiality while handling privileged, investigative, and personnel-related information.
- Communicate professionally and effectively with victims, witnesses, attorneys, judges, investigators, law enforcement personnel, and government agencies.
- Build and maintain collaborative working relationships with local, state, and federal law enforcement agencies, regulatory bodies, and community partners.
- Coordinate effectively with victim service providers and multidisciplinary teams to ensure a victim-centered approach to prosecution.
- Prioritize and manage multiple complex cases while meeting statutory deadlines, court schedules, and office expectations.
- Adapt to evolving legislation, legal precedent, prosecutorial best practices, and policy changes.
- Demonstrate exceptional organization, attention to detail, professionalism, integrity, and sound judgment in all aspects of case management and prosecution.
- Perform effectively in a fast-paced, high-pressure environment while maintaining accuracy, objectivity, and a commitment to the fair administration of justice.
- Juris Doctor (J.D.) from an accredited law school.
- Admission to the Maryland Bar and in good standing.
- Minimum of five (5) years of criminal litigation experience, with substantial felony trial experience preferred.
- Demonstrated experience prosecuting complex criminal matters involving sensitive, high-profile, or multi-agency investigations.
- Thorough knowledge of Maryland Criminal Law, constitutional law, the Maryland Rules of Criminal Procedure, and the Maryland Rules of Evidence.
- Experience conducting complex legal research, preparing dispositive motions, and litigating evidentiary and constitutional issues.
- Ability to independently manage complex investigations and prosecutions while exercising sound legal judgment and prosecutorial discretion.
- Ability to maintain the highest degree of confidentiality, professionalism, and ethical standards while handling sensitive investigative and personnel-related matters.

Responsibilities
- Reviewing complex criminal investigations referred by law enforcement agencies.
- Evaluating investigative findings to determine appropriate criminal charges.
- Conducting legal research involving novel and evolving areas of criminal law.
- Prosecuting felony and misdemeanor offenses within the unit's jurisdiction.
- Managing all stages of criminal litigation from charging through sentencing.
- Preparing and responding to motions, discovery requests, and evidentiary issues.
- Conducting witness preparation and trial strategy meetings.
- Presenting cases before the District Court, Circuit Court, and Grand Jury when appropriate.
- Working collaboratively with investigators throughout ongoing investigations.
- Coordinating with outside law enforcement agencies and regulatory partners.
- Maintaining regular communication with victims regarding case developments.
- Preparing victims and witnesses for court proceedings.
- Ensuring compliance with Maryland Rules of Criminal Procedure and constitutional disclosure obligations.
