About The Position

This position provides leadership and direction to the Maintenance and Pavement Management Programs. It involves management and strategic leadership over the Roadway Inventory, performance planning and development, and partnerships with assigned districts. The role also provides leadership, direction, and engineering expertise for engineering services, along with technical and administrative assistance to Central Office and District field personnel, contractors, federal, state, and local government agencies, and suppliers relevant to program areas.

  • Degree in Industrial Engineering, Mechanical Engineering or related field.

  • Knowledge of federal and state regulations and policies related to transportation.
  • Knowledge of highway maintenance and construction engineering and program evaluation.
  • Skill in the use of computer and web based applications.
  • Valid Professional Engineer's license.

Responsibilities

  • Oversee or assist in the development and management of the division budget, maintaining communication with agency financial divisions and district program areas.
  • Direct the Maintenance Division to develop and maintain the Roadway Inventory Management System (RIMS) and ensure Highway Performance Monitoring System (HPMS) data is submitted to FHWA.
  • Ensure personnel matters are addressed timely and in accordance with HR Division policy and procedures, encouraging, guiding, and participating in staff development.
  • Assist the State Engineer in leading and managing the Division.
  • Review and respond to requests for information, draft responses to priority letters, and respond to inquiries from localities, businesses, and citizens.
  • Provide leadership and oversight of assigned statewide program areas, conducting program evaluations for efficiencies, consistent statewide application, and ensuring program areas meet the business needs of the Agency.
  • Make recommendations for program modifications to the State Engineer and maintain active participation in committees and positive engagement with internal and external stakeholders.
  • Coordinate assigned functions with other VDOT divisions, the federal government, other state agencies, local governments, and the private sector through regular communication and adherence to policies and procedures.
  • Oversee the statewide pavement management program through interpretation of federal and state laws, application of sound engineering evaluations, decision-making, judgment, and best practices.
  • Capture division processes to communicate, monitor, and improve the delivery of all Division processes, using models to monitor progress and assist other division assistants in developing performance management tools.
  • Oversee assigned program areas, providing technical guidance and sound engineering review and evaluation, interpreting state and federal laws, rules, and policies, and making decisions to resolve issues.
  • Institute process and procedure changes as needed, ensuring adherence to schedules, budgets, and quality control standards, and implementing programs and procedures that promote agency and divisional goals.
  • Assess workloads, resources, and recommend staffing levels, identifying the need for outsourcing and overtime.
  • Provide guidance and direction towards research and the deployment of new technologies and best practices to improve program area efficiency and effectiveness.
  • Oversee the development, administration, and execution of professional and non-professional service contracts assigned to respective program areas.
  • Perform special assignments as requested, reviewing, researching, and coordinating buy-in from stakeholders, and recommending or developing new policies, procedures, or updates for various functions.
  • Oversee and direct the work of assigned areas by participating in the development of strategic plans and implementing programs and procedures that promote agency and divisional goals.
  • Prioritize and assign work, set schedules for project achievement and deadlines, assess workloads and resources, and recommend staffing levels, determining the need for outsourcing and overtime.
  • Oversee and provide for effective working relationships and promote staff development.
  • Promote and build effective work teams and represent VDOT on internal and external committees.
  • Provide technical guidance and recommendations on assigned program areas to internal and external customers and staff.
