According to prescribed policies and procedures, under the supervision of the Property Manager or Senior Property Manager, this role assists in all operational and financial aspects of the property or properties. The Assistant Property Manager II ensures that the property operates within HUD and LIHTC rules, complies with company policies, fair housing laws, state landlord and tenant laws, and Low Income Housing Tax Credit (LIHTC) section 42 rules. This role operates within HUD guidelines and communicates directly with regulatory authorities and owners in the resolution of management issues. The position involves preparing amendments, extensions, and supporting schedules for maintaining rental assistance contracts (Section 8) and property management agreements. It also ensures that waiting lists, resident files, and other documentation comply with all HUD and LIHTC rules and regulations. The role maintains occupancy levels and good owner and resident relations, performs or oversees marketing and leasing functions to maintain budgeted or greater occupancy, and implements effective resident retention programs. The Assistant Property Manager II develops and maintains good relationships with owners, partners, and Boards, and ensures that vendors are paid timely and accurately by checking invoices and entering them into the e-pay system. This role assumes responsibility for establishing and maintaining effective communication and working relationships with residents, co-workers, community leaders, owners, management, vendors, and service providers. It keeps management informed of area activities and any significant problems or maintenance concerns, attends and participates in meetings as required, and completes required records and reports. The position also assists vendors and service providers as needed, conducts and documents marketing efforts in adherence to the current Affirmative Fair Housing Marketing Plan, and ensures all residents and staff are treated with respect and dignity. It reports all complaints made by residents and/or families to the appropriate supervisors and reports all allegations of abuse, misappropriation of funds/property, and any other corporate compliance items immediately. The role assumes responsibility for related duties as required or assigned, manages relationships internally and externally, and assumes leadership of the property in the absence of the Property Manager. Knowledge of and adherence to fair housing laws is critical, reviewing leasing activities and practices to ensure compliance. Assigned training must be completed.
