About The Position

Assists the project manager in overseeing the overall success and operation of contract(s)/project(s), with planning, execution, management of employees, and financial success of the project(s). Responsible for the oversight of any government-furnished equipment (GFE) as well as contractor-furnished equipment (CFE), and the procurement of any CFE necessary. Must be able to make independent decisions to respond to the performance work statement/statement of work, while serving the organization’s mission.

Requirements

  • One plus years of experience in a rehabilitation, non-profit facility, or comparable setting in the area(s) of project management.
  • Proficiency with the Microsoft Office suite and general computer operation is required.
  • Working knowledge of personnel and contract management.
  • Strong working knowledge of disability management and awareness.
  • Knowledge of Ability: One federal law.
  • Must be authorized for coverage under agency insurance if operating an agency vehicle, have a good driving record, a valid driver’s license in the state/territory of contract operation, and/or the required level of personal auto insurance.
  • Must possess the ability to travel as needed between all designated contract sites to support operations and ensure compliance with performance requirements.
  • Must be able to acquire and maintain Security Clearance at Secret Clearance Level
  • Must be able to satisfactorily complete a background check, per company requirements.
  • Ability to communicate with tact and maintain confidentiality.
  • Adequate ability in communicating in spoken conversation – adequate volume of speech.
  • Adequate ability in writing/reading/mathematics.
  • Ability to effectively build and maintain positive working relationships with management and peers.
  • Strong organizational, project planning, and management experience with proven analytical and multi-tasking skills.

  • An associate degree, /or a combination of equivalent education and work experience, may be considered.
  • Additional Preferred Qualifications: subject matter expert in a specific line of business about custodial services.
  • Professional Certification or equivalent certification is preferred for any requirements specific to contract operation.

Responsibilities

  • Assist the Project Manager with all the following:
  • Employ a labor force of adequate size and capability to accomplish all work as scheduled, including immediate replacement of personnel on vacation, absent, or leaving employment for cause, or on their own accord.
  • Ensure work performed meets or exceeds the requirements of the contract statement of work.
  • Adhere to all contract deliverables promptly.
  • Assure company budgets for manpower, equipment, and supplies are being met through continuous monitoring of programs/systems, and by making changes as necessary.
  • Make certain the government budget for reimbursable and non-reimbursable supplies complies with and meets the company's needs.
  • Support the company vision, values, and quality program goals.
  • Provide a safe working environment for all assigned personnel through compliance with applicable company and government safety directives.
  • Contribute to momentum for quality improvement through job innovations and by refining and amending processes or procedures.
  • Maintain discipline in conjunction with improper conduct when supervisory disciplinary actions have been unsuccessful, using suspensions from work duty, and terminations when necessary.
  • Report all operational problems beyond your capability to remedy to the Director of Government Services and/or appropriate corporate staff.
  • Meet with the customer contract representatives to discuss work quality issues and customer complaints.
  • Maintain a professional working relationship with customers, on-site supervisors, and administrative and operational support personnel.
  • Request services from other Phoenix departments (i.e., Accounting, Operations, Personnel, and Employee Support Services) as needed to assist employees or accomplish approved operating plans on schedule and within budget.
  • Conduct meetings/briefings and discuss issues with the management staff as necessary to fulfill company and contract requirements.
  • Coordinate and visit with customer(s) as necessary on all items concerning the successful contract operation.
  • Write performance appraisals for employees supervised in accordance with company directives.
  • Assess contractor service value and reliability relative to cost and make recommendations if necessary.
  • Serves as a primary liaison with customers to ensure compliance with contract specifications and resolution of problems and issues, as they arise; arbitrates claims or complaints occurring in performance of contracts.
  • Continually monitors and evaluates contractor staff performance against contract specifications, and recommends appropriate remedial action as necessary.
  • May assist and/or provide input into the formulation, development, and/or revision of operating policies, procedures, and strategies for the organization, as appropriate.
  • Prepares monthly, quarterly, and annual reports; maintains proper documentation to conform with record-keeping requirements.
  • Assists the Director of Government Services in the formulation of contract pricing/proposals as needed.
  • Assist the Project Manager in oversight of all aspects of contractual requirements, while adhering to the policies and procedures of Phoenix.
  • Must be able to obtain DOD security clearance at the Secret level (if required for specific contract(s).
  • Assistant Project Manager/Operations Manager Level III: Assists Project Manager with management of contract(s) valued from $5,000,001+ annually and/or employs 101+ employees.
  • Assistant Project Manager/Operations Manager Level II: Assists Project Manager with management of contract(s) valued from $1,000,001 - $5,000,000 annually and/or employs 51 – 100 employees.
  • Assistant Project Manager/Operations Manager Level I: Assists Project Manager with management of contract(s) valued from $1.00 - $1,000,000 annually and/or employs 1 – 50 employees.
