About The Position

Join Tabor Services’ Independent Living Program as an Assistant Program Director. This program supports individuals in becoming more independent through case management, life skills education groups, and limited housing support, with services potentially lasting up to three years. The Assistant Program Director, Independent Living Program, is responsible for the oversight and day-to-day administration of the Chester County Independent Living (IL) program. This position provides critical oversight and support to the Tabor Children’s Services (TCS) Chester County IL team, as well as ongoing communications and service coordination with Chester County Children, Youth & Families. The program works with youth aged 14 to 23 years. The Assistant Program Director ensures the Chester IL program meets all regulatory, agency, and contracted standards. This position reports directly to the Executive Vice President of Operations. Regular travel through Chester County and surrounding counties is required. The role operates on a Hybrid schedule: 3 days in the office and 2 days working from home, with potential for schedule changes based on departmental needs. Standard hours are 9 am – 5 pm, Monday through Friday, but may vary according to departmental needs.

Requirements

  • Master’s degree in Social Work, Human Services or closely related field.
  • Three (3) years’ experience in human services with one (1) year leadership experience or proven leadership capabilities.
  • Strong written and verbal communication skills.
  • Strategic planning and recruitment skills.
  • Skills with Microsoft Office applications including Word, Excel and PowerPoint.
  • Knowledge in program expansion.
  • Ability to complete monthly tracking.
  • Ability to achieve desired performance outcomes.
  • Ability to assess and problem-solve and assist in crisis management when needed.
  • Valid driver’s license and the ability to use your own vehicle.
  • Clean driving history.
  • Must be free from any communicable or infectious diseases.
  • Provide a valid PA child abuse clearance, FBI check, and criminal background check.

Responsibilities

  • Serves as the primary liaison for Chester County Children, Youth & Families on all matters related to the Chester County Independent Living program, including fiscal inquiries, program planning, case-specific troubleshooting, and staffing updates.
  • Oversees and tracks program activities and ensures timely submission of requirements outlined by Chester County Children, Youths & Families.
  • Attends all required meetings for and with Chester County Children, Youth & Families.
  • Acts as a professional liaison with community resource providers to facilitate program services.
  • Develops and coordinates all services for Chester County Independent Living.
  • Ensures adequate staffing and coverage for the Independent Living program.
  • Reviews client files on an ongoing basis to ensure the provision of quality services by assigned staff.
  • Participates in and/or attends program, supervisory level, and client meetings.
  • Facilitates the referral process and delegates youth to various services.
  • Enhances the Independent Living life skills curriculum as needed.
  • Develops a system to monitor program expenditures to ensure efficiency.
  • Reviews all documentation, including case notes, monthly reports, and client files, to ensure compliance and a high level of quality services.
  • Establishes and implements guidelines for timely submission of all required reports.
  • Establishes and monitors staff schedules to ensure client needs are met.
  • Provides supervision as required and facilitates regular team meetings with staff.
  • Interviews, hires, plans, assigns, and directs work; completes performance appraisals in a timely manner; rewards and provides corrective action up to disciplinary actions; addresses complaints and resolves problems.
  • Identifies training opportunities for program staff and ensures necessary training is completed, including training required by funding sources.
  • Collects program data and documents program activities for program evaluation and as required by program funders, including submitting service delivery reports.
  • Participates in all performance management-related activities and spearheads initiatives to improve program quality, compliance, and outcomes, while meeting scorecard metrics.
  • Ensures program policies and protocols are developed and maintained, and that agency policies and procedures, as well as regulations and standards, are followed by program staff.
  • Supports program staff in planning service delivery components, outreach, and case management.
  • Performs other duties as assigned.
