About The Position

Gilbane Development is an affordable housing developer and owner-operator focused on preserving and improving homes for New Yorkers. Through the NYCHA Permanent Affordability Commitment Together (PACT) program under HUD’s Rental Assistance Demonstration (RAD), the organization delivers occupied rehabilitation projects that modernize building systems, improve quality of life, and protect long-term affordability. The Assistant Owner’s Representative – Resident & Construction Liaison is an owner-side, field-forward role supporting NYCHA RAD/PACT work across occupied developments in New York City. The position supports resident coordination, documentation, and day-to-day field oversight to improve quality, safety, access logistics, and responsiveness during active renovation. It spends significant time on-site, bridging day-to-day conditions among residents, property management, the general contractor, and the owner team. The position reports to the Owner’s Representative / Senior Project Manager. The role supports disciplined construction execution alongside respectful and consistent resident engagement. It helps identify field issues early, improve resident intake and follow-up, and strengthen owner documentation for trend tracking, corrective actions, and reporting. The position requires regular field presence and coordination across multiple stakeholders and sites. The work environment consists of active construction sites in occupied residential buildings, with frequent walking and stair climbing and exposure to typical construction conditions. Field coverage is primarily on weekdays and aligned with construction activity; occasional early starts or extended days may be needed based on resident access windows and project needs. Travel between NYC developments may occasionally be required. The New York salary range is $112,400 to $159,500, plus benefits and a retirement program. Salary is determined based on factors including geographic location, skills, education, experience, and internal equity. Gilbane offers competitive health and welfare benefits, a profit-sharing/401(k) plan, and employee education and training through Gilbane University. Candidates offered a position must pass a pre-employment substance abuse test.
