The Assistant Manager - Crisis & Housing Stability provides timely, housing-focused support to Minneapolis Public Housing Authority (MPHA) residents experiencing urgent or escalating concerns that require additional coordination beyond routine property-based case management. Reporting to the Program Manager - Specialized Housing Stability, this position provides nonclinical crisis response, de-escalation, short-term targeted case management, resource coordination, and follow-through to help residents maintain housing stability and access appropriate ongoing supports. The position serves multiple MPHA Asset Management Projects (AMPs) rather than carrying a permanent caseload tied to one property. It also provides flexible coverage during staff absences, vacancies, and periods of increased service demand. Working with residents, assigned Housing Stability Case Managers, MPHA property management, and Agate's specialized staff, the Case Manager II supports continuity of services and clear handoffs when ongoing or specialized assistance is needed.

Requirements

  • Bachelor's degree or minimum two years of experience in a similar case management, housing, or human services role.
  • Demonstrated experience supporting individuals or families with complex service needs, housing instability, or crisis intervention.
  • Ability to build effective relationships with residents of diverse ages, backgrounds, household compositions, and service needs.
  • Strong communication, advocacy, de-escalation, conflict-resolution, problem-solving, and organizational skills.
  • Ability to assess and prioritize time-sensitive situations within the case management role, coordinate appropriate interventions, and seek supervisory or clinical consultation when needed.
  • Ability to work independently, adjust to changing property assignments, and collaborate effectively with property management, interdisciplinary teams, and community partners.
  • Strong organizational skills and ability to maintain accurate, timely case management documentation.
  • Proficiency with Microsoft Office products and ability to learn required data and case management systems.
  • Must have valid MN Driver's License and pass background check.
  • Demonstrated ability to network via email, telephone, and in person to advocate for participants.
  • This position requires use of your own personal vehicle and will require insurance liability coverage of at least one hundred thousand dollars per person and three hundred thousand dollars per occurrence and must have a valid Driver's License and pass a driving record background check.

Nice To Haves

  • Experience in public housing, resident services, eviction prevention, housing stabilization, or related community-based services.
  • Experience providing crisis intervention, de-escalation, and short-term intensive case management to individuals or families with complex service needs.
  • Experience working with older adults, people with disabilities, families with dependent children, or residents with complex service needs.
  • Experience providing mobile or community-based case management services across multiple locations.

  • Knowledge of Housing First, Harm Reduction, and trauma-informed care principles.
  • Licensed Social Worker (LSW) in Minnesota.
  • Fluency in languages used by residents, including Spanish, Amharic, Oromo, Somali, or American Sign Language (ASL).

Responsibilities

  • Provide timely, resident-centered response to urgent or escalating housing stability concerns, including resident conflict, lease-related concerns, changes in support needs, and situations requiring additional service coordination.
  • Assess immediate needs and resident-identified priorities within the scope of the Case Manager II role; develop short-term intervention steps, identify appropriate resources, and follow through on agreed-upon actions.
  • Use trauma-informed engagement, de-escalation, strengths-based problem-solving, and crisis-prevention approaches; consult with the Program Manager - Specialized Housing Stability and coordinate emergency or clinical services when appropriate.
  • Provide targeted, time-limited case management for residents with complex or elevated support needs, including outreach, home visits, referrals, and coordinated community-based services.
  • Provide temporary Housing Stability Case Manager coverage at MPHA properties during staff vacancies, absences, and periods of increased service demand; maintain resident access, required follow-up, and continuity of documentation.
  • Work collaboratively with MPHA regional and onsite property management to clarify concerns, coordinate responsive interventions, and communicate appropriate follow-up while respecting resident choice, confidentiality, and professional boundaries.
  • Coordinate with assigned Case Managers and the Case Manager - Eviction Prevention when urgent situations involve past-due rent, lease compliance, or housing loss prevention plans; avoid duplicating the specialized eviction prevention role.
  • Connect residents with Agate's Benefits & Eligibility and Health Coverage & Waiver Services Case Managers, community providers, and other supports when needs extend beyond the immediate intervention.
  • Adapt quickly to different property environments and resident populations, including senior and disability housing, family housing, mixed-population communities, and scattered-site properties.
  • Coordinate with assigned Case Managers and Program Managers to clarify responsibilities, document service transitions, and make warm handoffs when a resident returns to ongoing property-based case management.
  • Complete accurate, timely case notes, service data, incident or crisis follow-up, referral information, and coverage handoff documentation in accordance with agency and program requirements.
  • Participate in case consultations, team meetings, professional development, and coordinated service planning with the Program Manager - Specialized Housing Stability and the broader Agate Housing Stability team.
  • Balance urgent requests, active short-term interventions, travel, and changing coverage assignments; communicate priorities, capacity concerns, and situations needing supervisor involvement.
  • Perform other related duties as assigned.
