About The Position

The position is responsible for managing daily NGIS operations and lodging programs. The Assistant General Manager (AGM) acts in the capacity of the General Manager (GM) during their absence. The AGM assists the GM in operating a professional Department of Defense (DoD) lodging operation consistent with the services and amenities provided in a commercial mid-grade hotel for guests in Temporary Duty (TDY), Permanent Change of Station (PCS), or Leisure status. This role involves assisting the GM in preparing reports, analyzing instructions, developing and executing business plans, budgets, and financial plans, and ensuring program goals are met. The AGM works with the GM to meet or exceed budgeted profit margins, supports reimbursement for lodging operational costs, and monitors and manages facility utilities costs and usage. The position requires proficiency in specific government systems like CIRCUITS and other Navy operating systems (e.g., MAXIMO, SAP/Epitome/Kronos/NLP Survey, COREHMS). The AGM is responsible for the efficient and proper use of non-appropriated funds (NAF), maintaining accountability for safeguarding funds, and participating in fiscal oversight reviews. They also support the GM with management of real property resources, advise on renovations and construction, and ensure the safety and security of guests, associates, and assets through a comprehensive maintenance and safety program. The role involves performing management internal controls (MIC) to prevent loss and improve cost-saving measures, and maintaining accountability for all inventory. The AGM acts as an alternate Approving Official for government purchase cardholders. They provide customer-facing integration, execution, and management of services, ensuring facilities and services meet program standards through daily and weekly inspections. The position also involves participating in improvement efforts, responding to guest comments, attending training to improve performance, and demonstrating proficiency with hotel management applications. The AGM reviews and validates online property website content and utilizes the Navy Lodging Programs (NLP) Property Management System (PMS) for guest information and analytics. They establish and maintain liaison with relevant divisions and offices, monitor NAF contracts, provide input for performance work statements, and market the NGIS program. Supervisory duties comprise 45% of the incumbent's time, including directing staff work, assigning tasks, conducting performance reviews, participating in staffing decisions, ensuring staff training, and addressing disciplinary/performance issues. The AGM supports EEO policy, fosters a discrimination-free work environment, and directly supervises assigned staff, potentially including Housekeeping Managers, Front Office Managers, Maintenance Managers, Supply Clerks, and Custodial Worker Supervisors/Leaders. The incumbent will be considered ALPHA personnel, subject to work during inclement weather or emergencies. A current driver's license is required, and the incumbent is expected to meet professional accreditation qualifications within 12 months of appointment. Other related duties are assigned.

Requirements

  • A total of 4 years of experience consisting of 3 years of experience in administrative, technical, or other responsible work which enabled the applicant to gain a general knowledge of operational practices and procedures, skill in dealing with others in person-to-person work relationships, and the ability to exercise mature judgment.
  • One year of responsible experience that provided an in-depth knowledge of hotel/motel or institutional management or other related service industry management and operations.
  • Experience should include background in most of the following: procurement of supplies and equipment, operational efficiency, sanitation, internal finance controls, budgeting, staffing, room design and decorating, or similar work which demonstrated the knowledge and abilities of the operational area.
  • Must be a user of the CIRCUITS program and other government specific systems as required.
  • Must have or be able to obtain and maintain a current driver's license.

Nice To Haves

  • 1 year of academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4-year bachelor's degree for 3 years of general experience.
  • The incumbent is expected to meet the qualifications for professional accreditation as defined by CNIC Lodging policy within 12 months of position appointment.

Responsibilities

  • Participates during fiscal oversight reviews, including inventory and accountability of minor property and fixed assets.
  • Supports the GM with management of real property resources and provides advice on renovations, improvements, and construction.
  • Ensures the safety and security of guests, lodging associates, and lodging assets.
  • Performs management internal controls (MIC) reviewing and developing internal controls.
  • Participates in achieving and maintaining accountability for the requisition, receipt, and storage of all inventory.
  • Accesses and manages Property Record Cards (PRC) using prescribed Navy operating systems.
  • Uses Naval Facilities Engineering Command (NAFAC) systems to manage work orders, validate ebilling invoices, and manage disputes.
  • Acts as alternate Approving Official for government purchase cardholders.
  • Provides customer-facing integration, execution, and management of services and resources.
  • Ensures facility and services meet program standards by conducting daily and weekly Room Inspections.
  • Provides program oversight and participates in improvement efforts.
  • Responds to all guest comments in person and via comment card surveys.
  • Attends CNIC Region and Installation lodging training.
  • Demonstrates and practices proficiency with hotel management applications and reporting systems.
  • Reviews and validates online property website content and submits changes.
  • Utilizes the Navy Lodging Programs (NLP) Property Management System (PMS).
  • Accesses management systems and tools (e.g., SAP/Epitome/Kronos/NLP Survey).
  • Utilizes the Enterprise Inventory Management System (COREHMS) to verify room inventories and modify availability.
  • Establishes and maintains liaison with divisions, departments, and other offices.
  • Monitors all NAF contracts for public works or private contractor services.
  • Provides input for performance work statements for contract services.
  • Markets the NGIS program using technology and approved resources.
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty, and requirements.
  • Conducts annual performance reviews of staff.
  • Participates in section staffing decisions.
  • Ensures staff receives proper training.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate corrective actions.
