About The Position

Responsible for technical training programs to ensure compliance with standards set by the Office of the State Fire Marshal, NC Office of Emergency Medical Services, and the Department of Homeland Security. Supervises recruit firefighter classes and collaborates with the Risk Management Division to deliver and coordinate city-wide safety programs. Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. Requirements

  • Ten (10) consecutive years’ experience with the Statesville Fire Department (SFD) when promotional process begins.
  • Five (5) years as a Captain, Battalion Chief, Deputy Fire Marshal, or Fire Marshal with Statesville Fire Dept.
  • Possession of a valid North Carolina Regular Class B license, or any valid Regular Class B license with ability to obtain a North Carolina Regular Class B license within 60 days of establishing a permanent residence in North Carolina.
  • NC Firefighter II Certification.
  • NC Emergency Medical Technician – Basic or NREMT-Basic Certification.
  • NC Emergency Vehicle Driver.
  • NC Hazardous Materials Responder Level 1 Certification.
  • NIMS 100, 200, 300, 400, 700, and 800.
  • SFD Driver Operator III.
  • NC Driver Pumps & Aerial Certification.
  • Certification in one (1) NC Technical Rescue Specialty.
  • NC Instructor Level I & II.
  • NC Fire Officer I, II, & III Certification.
  • NCOSFM Chief 101.
  • Meet & maintain department minimum training and experience qualifications for the position.

Nice To Haves

  • Associate degree or higher in fire science or related field (Required after Jan 1, 2027).
  • Live Fire Instructor (Time Qualified determined by Senior Staff due to availability of the class).
  • Firefighter I&II Qualified Instructor (Time Qualified determined by Senior Staff).
  • Additional Instructor Qualifications as determined by Senior Staff.
  • Successful completion of the NCAFC Executive Development Program (2-week program) within 24 months. (Implementation to requirements Jan 1, 2027).

Responsibilities

  • Plans, organizes, and directs training and safety activities for new recruits and department personnel.
  • Ensures compliance with required certification and recertification standards.
  • Collaborates with the Deputy Chief in budget development.
  • Recommends training equipment, supplies, and facility needs to ensure compliance with OSHA, NFPA, NIMS, and city policies.
  • Develops goals and objectives for training and safety programs.
  • Works closely with the Deputy Chief on department policies and procedures, providing technical input and policy review.
  • Coordinates and tracks training for all fire personnel, including vehicle operations, rescue, and hazardous materials (HazMat).
  • Maintains training records to meet all certification standards.
  • Reviews departmental methods, performance metrics, and equipment usage.
  • Analyzes data to improve program effectiveness and to forecast future operational and training needs.
  • Conducts training and evaluation for suppression personnel.
  • Researches and implements programs to enhance operational efficiency, safety, and effectiveness.
  • Develops, updates, and delivers training materials in alignment with best practices.
  • Teaches safety-related courses and supervisory training for officers.
  • Assists in preparing and administering entrance and promotional exams and assessments.
  • Coordinates training for all fire personnel to maintain the required certification and recertification standards.
  • Responds to emergency incidents in a command staff role, assisting with supervision, strategic decision-making, and implementation of emergency strategies and operational priorities.
  • Oversees departmental OSHA compliance.
  • Maintains training, safety, and compliance records.
  • Researches, recommends, updates, and implements new departmental guidelines and procedures; ensures proper training in new procedures.
  • Serves as liaison with other city departments, county, state, and federal agencies; attends various committee meetings.
  • Performs other duties as assigned.

Benefits

  • Salary Range: $41.10 - $67.82 Hourly / $85,488.00 - $141,065.60 Annually
